Fine French food in the heart of Pakistan, just no Pakistanis allowed

By Wajahat S. Khan, NBC News Correspondent
ISLAMABAD, Pakistan — Fine French dining in the heart of Pakistan? Sounds great — that is unless you’re Pakistani and you’re not allowed.
Restaurant owner Philippe Lafforgue, opened the 20-seat “La Maison” last October with the controversial policy.
“It’s not a discrimination thing. It’s a culturally sensitive thing. How can I serve pork and booze to Pakistanis without getting into trouble? So I have a rule: no locals getting in.”
By Islamic tenet and Pakistani law, Muslims are forbidden from alcohol and pork consumption.
As a foreigner, Lafforgue claims he is allowed a license to serve alcohol to only non-Muslims; but there are no rules that allow him to deny Pakistanis entrance to his restaurant or a meal.

He has the right to reject serving alcohol to Muslim customers – as many other local hotels do – but he decided to deny Pakistanis entrance entirely. Even thought his entire staff – including his bartender and chef – is Pakistani.
“It’s not discrimination, it’s my respect to the people,” said Lafforgue. “I can’t open it up to the Pakistani people because I serve alcohol. If I start serving locals, which is obviously profitable, I will have to bribe the police…which I want to avoid.”
However, Lafforgue’s blanket ban on Pakistani customers has been challenged.
Several Pakistanis – including non-Muslims who are legally entitled to consume any food or drink they want – have questioned the policy, creating a stir on social media, and forcing the police to take note.
“It’s very straightforward,” said Cyril Almeida, a 34-year-old newspaper editor who started tweeting about the restaurant’s policies when his reservation was rejected because he had a Pakistani passport. “It’s a restaurant, it’s open to the public, and anybody can eat there…except Pakistanis. That’s wrong, and that’s offensive.
“How does a foreigner run this money-spinning business out of the heart of the Pakistani capital, and not let Pakistanis in,” Almeida asked. “And how does he get to ask me to produce my passport? He’s not an airport. He’s not an international authority. He’s not an embassy. How can he do this? Reserving the right to admission doesn’t mean an entire category of people [can be] written off.”
Lafforgue insists that other clubs function across Islamabad with similar rules; however, those are affiliated with embassies and diplomatic missions.
Instead, La Maison is on the ground floor of Lafforgue’s own residence in Islamabad’s posh F7-1 neighborhood and enjoys no embassy connections that would extend it diplomatic privileges. There isn’t even a display sign outside the restaurant.
The police are now onto the issue.
“We got complaints about this place practicing a colonial-style ‘Dogs and Indians Not Allowed’ policy in the middle of Islamabad, serving only foreigners,” said Yasir Afridi, an assistant superintendent of the Islamabad Police. He was referring to the harsh code of the British era when locals, then Indians, served as disempowered second-class citizens of the Raj.

The police charged Lafforgue with "unlicensed alcohol," a crime in Pakistan.
“How can you live on our soil and treat us like this,” said Afridi. “No rules allow such behavior. This is not the nineteenth century.”
Lafforgue is still defending his position.
“The cops knew I wasn’t around to show my documents, and that’s why they timed the raid to perfection,” he said. “But now I am fighting it. I am also writing a letter to [Prime Minister] Nawaz Sharif, who is both a fan of fine food and for creating a good atmosphere for foreigners to invest in Pakistan. I hope he listens to my case.”
Serving its last meal – for now – on Saturday evening, Lafforgue is confident he “will be serving pâté in a week or two.”
However, the Islamabad police, insists that Lafforgue has a criminal record in another Pakistani city, Lahore, and are conducting background checks on him.

you are wrong... he should tell the customer that he does not serve halaal food then its up to the customer whether he has it or not.
He can't refuse a customer like that.
like in the West if some Muslim has a restaurant and halaal food so he can't refuse a customer just because the customer is non halaal food consumer. Its stupid.

he should have put a sign saying no halal food.
putting up a sign saying no pakistanis allowd is simply being a piece of crap.
soon this will be happening in AFG as well.

Pakistani government is worse than this filthy kaafir. If they had even one ounce of ghairat they would have told engraz saab to **** off back to his country.

I am becoming more and more against Pakistan government. Looks like liberals and looters have taken hold over my country.

I believe it has since been closed down

French Restaurant Shut for Ban on Pakistanis

A French restaurant in the Pakistani capital, Islamabad, has been shut down by police after a public outcry over the owner’s policy of only serving foreigners.
“La Maison” restaurant, which opened in October in an upmarket part of the capital dominated by foreigners and wealthy Pakistanis, operated a reservation-only policy and required patrons to provide a foreign passport number when making a reservation in order to keep Pakistanis out.
The owner, Philippe Lafforgue, says that the policy was designed out of respect for local cultural sensibilities because his menu includes non-halal products, food cooked with wine – and the restaurant also boasted a full bar and poker table.
Gambling and alcohol are forbidden in Islam, and some foods, including pork, are considered haram, or forbidden, by Islam. Under Pakistani law, gambling is illegal as is the consumption of alcohol by Muslims.
Foreigners are allowed to drink and buy alcohol in Pakistan. Non-Muslim Pakistanis are also allowed to buy alcohol if they have a government-issued card that declares them non-Muslim. The card acts as a sort of ration book that gives non-Muslim Pakistanis a monthly alcohol quota in government-run liquor shops.
However, the sale and serving of alcohol is very restricted and is regulated by the provincial governments. There are 50 places licensed to serve and sell alcohol in Sindh province. In Punjab there are 15 and three in the federal capital, all of which are operating through hotels that have at least four stars, as stipulated in the law. In Baluchistan there are two licensed liquor outlets, and Khyber Pakhtukhwa province is technically dry, through there is a thriving trade in moonshine, homemade alcohol.
But the rules surrounding alcohol consumption are little understood, and in Islamabad, where the Pakistani elite and foreigners often move in the same social circles, the rules often become blurred.
Mr. Lafforgue says that as a foreigner he is allowed a license to serve alcohol to non-Muslims, and that he decided to ban all locals from his restaurant to avoid having to pay bribes to the police.
“It would obviously be profitable [to serve Pakistanis], but I will have to bribe the police, which I want to avoid,” Mr. Lafforgue said.
The situation over the exclusive French restaurant erupted in December, when influential columnist, Cyril Almaida, who writes for Dawn newspaper, an English-language daily, tweeted that he had been denied a reservation at ‘La Maison’ because he was a Pakistani.
“La Maison, Marvi Road, F-7/1. Refused to give me a reservation as a Pakistani. Vague references to ‘Pak law’. Will follow up. NoToApartheid,” read a tweet from Mr. Almaida’s account.
The tweet prompted a tirade against the restaurant on social media. The story was then picked up by local and international media, finally prompting the police to take action.
Yasir Afridi, an assistant superintendent of the Islamabad Police, said that he had received complaints about the restaurant banning Pakistanis, so decided to try to make a reservation himself. When his booking was rejected, he led a raid of the restaurant on Saturday evening.
“We found over 300 bottles of non-licensed alcohol and even a casino table,” Mr. Afridi said.
He described the policy as a hangover of the British Raj. “This place is practicing a colonial-style ‘Dogs and Indians Not Allowed’ policy in the middle of Islamabad,” he said, referring to the signs that used to stand outside the British-run clubs before partition and the creation of Pakistan.
Mr. Lafforgue’s restaurant is not the first place in the capital to prompt a public outcry over its exclusive policy. The “Cordon Rogue”, another French restaurant, displayed a ‘foreigners only” sign on its door when it first opened in 2009, according to Islamabad residents who went to the restaurant at the time.
The diplomatic missions require Pakistanis and non-diplomats to be accompanied by a diplomatic member to visit the various country-affiliated clubs, which all have bars, and to produce a passport to gain access.
But Mr. Lafforgue is not affiliated with any diplomatic mission, and was operating the restaurant from the ground floor of his house.
Many have also pointed to the fact that all of Mr. Lafforgue’s staff – including the bartender and chef – were Pakistani as further evidence of his hypocrisy. All the diplomatic missions similarly employ local staff in their bars and restaurants, and the Murree Brewery, Pakistan’s only legal brewery, claims that 90% of their staff are Pakistani Muslims, according to Major Sahir Rehman, special assistant to the chief executive of the brewery.
In Islamabad’s transient society, where restaurants come and go as quickly as the foreign missions change their staff, the episode is likely to soon be forgotten.
It's enough that I know, Our time had a home, In your heart..Was a place..But the glass always breaks..
