You have answered your own question very well. This is what I am saying all this time. Islam like any other religion is meant for your private and family life not to run a state, society or a basis of international relations or international cooperation.

Asking such things from a religion is asking for moon. These things are beyond the scope of religion. If 1400 years passed and Islam did not deliver in these fronts then how can now it will deliver when the trend is towards secularism and not religion to be mixed with state or society.

Qatar and Yemen both nation states should take care of its own . Yes under UN or any other effective International Organization Qatar along with other countries can launch development projects in Yemen but with local participation not as a charity from Qatar.
