Because there certain things you do towards confidence building and Massoudove was in his political ploy against him. He didn't stick to certain agreements, such was withdrawing his forces from Kabul and creating a combine force to take charge of security. Massoudove was an anti Pashtun and Afghanistan monkey and he toke side of Prachami communists bcoz they were his fellow Tajiks. His aim was to dominate and not share.

I was of the same view as you before, but I am coming to grip with alot what NA and Massoud's people really are. They are also one of the main hurlde towards true peacebuilding in Afghanistan due their strategic interests.
