Pakistani Taliban signal willingness to conduct peace talks

    By Bill RoggioOctober 10, 2011

Two top leaders in the Movement of the Taliban in Pakistan have recently indicated that the group is willing to conduct peace talks with the Pakistani government.

Waliur Rehman Mehsud, who serves as the head of the Movement of the Taliban in Pakistan's branch in South Waziristan and the deputy to Hakeemullah Mehsud, and Faqir Mohammed, the group's leader in Bajaur, have told the Pakistani press that the terror group is open to direct talks with the Pakistani government. Two years ago, the Pakistani government placed bounties for the capture of both Taliban leaders.

Waliur Rehman said that the leadership council of the Movement of the Taliban in Pakistan is willing to consider talks with the government but would like a country such as Saudi Arabia, which he said the Taliban could "trust," to broker the deal.

"We will see," he told The Express Tribune. "Our shura (council) will decide whether and when can we enter into talks with the government, with the military...but I think we will like to involve countries we trust...they are in the Arab world. Let's say Saudi Arabia."

"Till now, we don't have any direct peace offer...our shura will sit down when we are approached," he continued. "That is how we operate. There is one centralized body to take important decisions."

Waliur Rehman's statement follows a similar statement made a week ago, in which Faqir Mohammed signaled that the Taliban was considering peace talks in response Prime Minister Yousef Gilani's offer of a peace agreement with the Pakistani Taliban.

"The TTP [Movement of the Taliban in Pakistan] welcomes the prime minister's offer," Faqir told The Express Tribune on Oct. 3. "We want direct talks with the government and not through intermediaries."

Faqir insisted that the Pakistani government must end its relationship with the US and implement "an Islamic state" in order for a peace agreement to take hold.

"We have always had serious doubts about Pakistan-US relations," Faqir told the newspaper. "The United States has never been sincere to Pakistan or Muslims in general."

"We will continue to fight till the establishment of an Islamic state," he continued. "But if our demands are met and an Islamic justice system is established in Pakistan, which is our country, we will lay down our weapons because we are peace-loving people."

The Pakistani Taliban's overtures for peace talks appear to be encouraged by the Haqqani Network, according to The News. Khalil Haqqani, the brother of Jalaluddin Haqqani, the patriarch of the family, has reached out to elements of the Movement of the Taliban in Pakistan and urged them to make peace with the government. Khalil is on the US's list of specially designated global terrorists. Although the Pakistani government is said to have arrested Khalil last year, US officials have told The Long War Journal that Khalil was only in protective custody.

The Haqqanis, who are closely tied to Pakistan's Inter-Services Intelligence Directorate, are known to mediate disputes between various terror groups in the region.

Over the past several years, the Pakistani government and the military have cut numerous peace deals with the Taliban, only to have them collapse. The peace agreements, which have been struck throughout the tribal areas and in Swat and other settled districts in the northwest, required the Taliban to accept the writ of the state and eject "foreigners," or al Qaeda and allied groups, from their areas. But the Taliban have refused to abide by the agreements, and instead have established mini-Islamic emirates while continuing to expand their control into neighboring areas.

Peace agreements are still in effect in South Waziristan in areas controlled by Mullah Nazir, and in North Waziristan with Hafiz Gul Bahadar; both Nazir and Bahadar are considered "pro-government Taliban" by the Pakistani military and government as they do not advocate attacks against the state. Yet these two commanders continue to shelter al Qaeda and other terror groups, and conduct attacks inside Afghanistan.

The statements by Waliur Rehman and Faqir occur as relations between US and Pakistan have reached a nadir. Factors contributing to the deterioration in relations include the increase in US drone strikes over the past several years against Pakistan-based terrorists, last winter's Raymond Davis affair in which a CIA contractor was freed after killing two Pakistanis, and the May 2 raid by special operations forces in Abbottabad that killed Osama bin Laden. And more recently, US officials have accused Pakistan of supporting and directing attacks in Afghanistan by the Haqqani Network and the Taliban.

Striking a peace agreement with the Pakistani government would allow the Movement of the Taliban in Pakistan to increase its efforts against NATO and Afghan forces across the border. The Taliban have been raiding Pakistani border towns in the northwest; one such raid took place today in Upper Dir.

I wonder why they trust one of the most Pro American Arab countries out there.

Plus, why would the Taliban of Pakistan consider Pakistan as their own country and only fight the Army to impliment a Islamic state of Taliban Ideals.

What happened to this Pakhtun resistacne(sarcastically saying)?

Why would a Pro Afghan Pro Pashtun Nationalist movement like the TTP(according to GOE) consider a country like Pakistan as their own, and consider peace talks with it?

    Strange isnt it!

And why do some Taliban supporters claim that Taliban are just ordinary local villagers who resent foreigners while having no wider international ties?

Inviting Riyadh to mediate? Osama would not have approved.
Better not hold the mediation talks in Abottabad, because no telling how many Saudi opponents are hiding there. Pak army couldn't tell you, because they don't know who's living in Abottabad.

Who really believe that Saudis are allies of USA? Your knowledge in Arab politics history is non-existent. Saudis support all sunni radicals openly and we all know who there enemy is. Much like Pakistan are "allies of usa".

Apart from this usa are puppets of Saudi Arabia. Saudia Arabia own 10 percent of all American banks and usa owe billions of dollars to Saudi Arabia.

You will see yourself in a few years when usa collapses because of their economy etc.

You are talking about government not people. I have been to Saudi Arabia several times and talked with people. 90 percent don't like USA.

Believe me the posts I wrote yesterday is truth. You need to remember that Al-Saud family would not exist without american support that is why they allowed a base to big anger from normal Saudis.

If USA is a puppet of Saudi Arabia, then Israel is also a puppet of Saudi Arabia.

You need to distinguish between governments and people. Al-Saud family were not elected by Saudi people. They know that most Muslims do not support them and that is why they like to show they can cooperate with israel and america but at the same time they are sponsoring terrorism against those two countries. This is a well known fact.

israel need america who again need support in the arab world.

All have witnessed how the Arab Spring have removed dictatorships and what Arab people have to say about zionism.

Most orthodox Jews are against zionism.

                    What funny?

That is a pity because they said the same as I did (orthodox Jews).

Todays hate come from the conflict. Both sides condemn each other. That is what war do to people.

Hamas was a reaction to Jewish Zionism They help create it. As did usa with Taliban and Al Qaeda. This is sad hypocrisy.

The same can be said about Russians and what they did to Caucasian people (you must know what they did to Georgians, Armenians etc. 200 years ago when you lost independence). And now they wonder why Chechens get help from extremists. But mostly extremists from Caucasus. Since Al-Khattab's death it has been local insurgency..

But this is all politic. We have a saying that the rulling class rule and divide at the same time.

Dear Al Arab, do not worry- I know the opinion of orthodox jes from that group- as i read the Tehran conferences on Holocaust - there were some of their speeches.
Concerning Russia - You are not completely right.
Russia didn't make us loose independence- Armenia wasn't independent snce it became christian(other Armenians would disagree with me for some asects but at least everybody would tell you that after 500 years that we are independent again now.Armenia was divided since old times between Persians and Turks - most Armenia remaind in Turkey and a part of Persian Armenia Russia conquered from Iran.
We were not bad with the persians but we were bad with their rulers - specially abassids, safavids. Russians in that sense helped us.
Also many russians died fighting to liberate western Armenia.
What is concerning Georgia, this is absolutely wrong - Georgians were the only nation who pleased Russia to help them and to be part of Russia, they even became all orthodox for that(they weren't before).
Georgians were in elite in Russia and were always treated very well(now they complain, but judicate Yourself.
A smal part of armenia now is Georgia, South Ossetia was georgia, Abkhazia was Georgia...
                          Now to others.
During the Russian empire the Zars were very cruel to Daghestanis, Vaynakhs(Chechens and Ingushs) and Cherkess(Abkhaz, Adygey, Cherkes, Kabardin...).
That was the time Of Mohammed Al-Yaraghi, Gazimohammed, Shamil, Baysangur and Kunta Haji.
Muslim Caucasians were in a bad situation as they were between 3 empires- Russian, Ottoman, Persian - and every of the empires was hostile to them.
Persians wanted to Sciitize them, Turks to make turks out of them and Russians couldn't understand them and for that were cruel often.
But do you know why Shamil and chechen extremits failed?
They did not have the trust of the people.
When Shamil was fighting he was fighting not only against Russians he was killing a lot of village people - he had the most religious motivs , but the people didn't understand him - he has even been kicked out of his village as the people didn't accept his lifestyle.
He was a righteous person but to violent a bit - that made him many problems. But Russians kept him well as they respected him because at that timee Caucasian fighters were following the honour codex of fighting and at least didn'T use immoral methods.
An other interesting figure was the Chechen Qadiriya Sufi Kunta Haji.
He was a big pacifistic nationalist(some even say that Gandi took him as example for his protests - I don't know if its true).
Kunta Haji became many followers but was hated as by Russian government as by Shamil - because he wanted people not to turkify(as turks were using the Caucasus problemm for their purposes). He wanted people to follow their belief and to fight onlyy when their personal honour was touched - he ended in a russian prision and died there
His followers are The Qadyrovs(chechen presidents of today).
                          Now about modern history.
The Caucasus political map was made up by stalin, a Georgian and not by russians - he was the one who created the borders(actually even the Zars were not Russians but Germans, but abut this later).
Stalin did bad to every nation in Soviet union - you won't find a nation that did not suffer.
Stalin wasn't a real communist - moreover he killed all communists that were before him.
When Soviet union diveded it divided according to Stalins borders, naturally it is strange that according tto soviet law one nation could be independent and the other no.
That is why wars in Karabakh, Chechnya, ABakhazia, Ossetia, Moldavia and so on brok out.
Chechens were fighting against Russia for their independence and actually achieved it as the fighters had the support of the nation.
But they lost their support quickly- the fighters were very cruel and massacring people - they were destroying some sanctuaries and killing simple people. Russia at that time was full of chechens who din't like Russia but didn't even know where to flee first(I am telling it as I saw it).
The Qadirovs and their followers were also fighting against Russia, but they changed side when Basayev was killing followers if Kunta Haji and destroying their saint places.
Basayev was actually a cruel person- I have a friend who faught with Basayev in Abkhazia and he has beaten one tine Basayev as he with his friends were playing fotball with the heads of some georgian soilders the killed.
The crelety of the people made Chechen people more and more come on side of Qadirov, specially after Masxadovs death(Masxadov was at least a nmal person compared to the others).
The simple people were not tollerating what was happening in Chechnya - and most of chechens leeft it for other regions, only the poorest remained.
That is why all Russia is full of Chechen people who setteled there after the wars.
At least those fighters were less and less chechens and more and more people from Sudan, some Arab coutries, Turkey and even Russians who were not noble people - they told they were real Muslim, but many of them weren't even muslim - for example some originally buddhist criminas faught there.
When they came to Daghestan they were behaving quiet bad - so tht Daghestan opposed them.
As my friends from Daghestan say - now mostly any conflicts are sponsored by Britain.
However You have to see Russia is like European Union and is not the country of Russians - so that everybody has the right to follow his culture.
The Russian budget pays a lot for not making die any local language. You have also to see that the most destroyed ntion are the Russians - their culture was suppressed by foreigh ruel(as Zars and Revolutioners weren't russians mostly) - as they felt as the biggest nation they lost also most - they lost their identity and this is ttheir big problem. But at least Russia kept alive all the nation that include it. Look at Geirgia - when it came independent- it called "Georgia for Georgians" and that is why wars in Abkhazia and Ossetia broke out - Ossetians were btw divided like Pashtuns through a border...
What else to say You - our region was long time a cruel place of battle- Arabs also came to our region and killed many people, that time we were defending our region all together(Georgians, Lezgins and Armenians), Turks came, Christians came, Mongol came , Persians, Romans.....
What is the sad that once we were one unity and all good friends and neighbours - but religioins and influence spheres divided us.
Once we were respecting ourselves - and we were a strong region - nnow we are the most easily ruleble region - as it is so easy to bring hate among the people. Chechens hate those, Lezgins those, Armenians those, Georgians again others- we do not have trust in eachother anymore - and turkey and USA use that a lot, Europe uses that even worse perhaps(speciaally Britain).

The saying You told I know - it comes also in Roman empire "Divide et Impera"

But I heard that it has been first said by Philipp, father of Alexander the macedonian.

it is true - empires use always the tecnics of division to conquer and to destroy.

Dear Arevapasht. Thank you for this long post.

I will try to reply to it as best I can and from my knowledge.

I am not sure what you refer to (about the Orthodox Jews) but I only want to tell you (since you can not see the videos i posted) that they support Palestine and are apposed to zionism what rule the Israel state.

What I meant is that Russia (or Imperial Russia) were a imperalist state that wanted to conquer the Caucasian region. You know that Goergia Kingdom lost their independence (King George). Yes some of their descendents were accepted in the Russian court but only as Princes with titel of Serene Highness, not Royal Highness. They also did not have any political say.

I know that Armenia (before 1800) were seperated between those empires you mentioned but your main homeland (todays Armenia) was dominated by Russia after 1800.

Abbasids were Arabs, not Persians. The capital was Baghdad And the Ottaman Empire was not Turkish but a mix of a lot of nations/ethnicity's but I think you now all this.

That is not right. Georgians were one of the earliest Christians together with your Armenias (from what I remember you Armenians adopted Christianity as your state religion as the first country in the world). Georgia was Christian thousands of years before the Russian invasion.

I know a lot of Russian helped Armenia but that was because they helped their friends enemy. Why I say friend is that, Russians always prefered Christian people as you yourself have said (you mentioned the well known bad treatment of Muslim Caucasian population).

So I know that you probably have a friendly view of Russia and Russians.

I know Shamil and most of all the other stories (Shamil died in exile and lived for some time in Ukraine as well, strange but truth)

I also know that the Russian Tsars were Germans ethnitically and from the House of Oldenburg.

I know this, because my tribe is related to many famous rulers and Prophet Muhammad (S.A.W.) so I have read a lot about different rulers/kings/monarchs in many different countries. I also have other ancestry apart from Arab (as I told you before) on my mothers side, including the Bagrationi (4 generations ago). This is why I have always been interested in the Caucasus region and have travelled there one time. (Georgia, Azerbaijan, Sochi etc.)

I know that Stalin was Georgian (born in Georgia and his hometown was the last town with a statue of him as I remember) and that nearly all people suffered from Polish to Crimean Tatars to Siberian people. What I meant is that his rule was terrible for Caucasus. That is why a lot of Chechens for example were born in Kazahkstan etc. This is because they were deported there by Stalin.

He was a very evil man. And yes he was not a "real" communist but the country was founded on communists values by Lenin.

Yes, Stalin divided Caucasus and this has shown to be a big problem unfortunately. Many of todays countries would not exist if we only look at the ethnicity. Especially in a region as complex as Caucasus where there are 100 different ethnic group just in Dagestan (from what I remember).

About your friends and the episode of the Georgian soldiers? Did they behead them alive? This was common tactic. I once saw the execution of 6 Russian soldiers in Dagestan in a propaganda video aired on a radical Saudi Arabian channel. They had showed Russian killings before on that same program.

I know that Basayev did not have 100 percent support outside of Chechnya. I remember the Dagestani invasion that failed for Al-Khattab and Basayev. So all you say is very truth. Most Chechens are also secular and they first adopted Islam between the 16th and 18th century very late compared to Dagestanis and other Muslim groups in Caucasus.

But from what I can see, Russians form a very smal minority in Chechnya. 10 percent from what I can see.

But you are right that there is a large disapora in Moscow and other regions.

I also must tell you (this is only my view) that the Kadyrovs are *******, un-Islamic people and war criminals that betrayed their country. They are puppet government of Russia and are very famous for their corruption and brutality towards other Chechens who do not support them. I don't like them at all. I prefer Zakayev if I should chose.

What you say about Russian, that they are poor and have suffered is truth but this is also due to their lack of culture (it is not very old) and because it is as huge as it is. I mean people from Vladivostok and Vladikazkav/Rostov nad Donau have not much in common apart from language. This always happen for Empires even much smaller countries.

It is always the majority who suffers from the mistakes of few. Another Arab saying, sorry

I know that Russian support minorities but If they did not all would rebel against them and Russia would probably fall apart as we know it. This is well known tactic of Empires/big countries. China do the same and USA do it also. India as well.

Yes, it is very sad that people in Caucasus mostly are divided now, but I must admit that I blame the Russian for it. Especially what they have done in the last 200 years. You might disagree of course. I also know that Turks and Azeris/Persians did to you Armenians and I myself is not a fan of either.

That is interesting what you say. I thought that Muslims people stick together in Caucasus. I mean Ingush and Chechen people are very close as are Ossetians and Armenians (christians) It is only Gerogians and Ossetians who oppose each other (it seems) although they share same religion. But this is due to land as you mentioned yourself.

But I do not know the relation between Muslim Dagestan groups. I thought it was good but I could be wrong of course.

If you can and want to I would like to hear what I mean by British influence and what you mean by fake Russian muslims who joined Chechen resistance? The last part. Where they not just spies? I know also that there were some convertes who were real muslims.

Apart from that I think I should add that must of the insurgency in todays Chechnya/Ingusetia etc. is of local origin since Al-Khattabs death.

If you wonder why I know all this, then it is because my family relation (Al-Hussaini tribe), ancestry in Caucasus from my mothers side a few generations ago (she has a very mixed ancestry) and interest in Caucaus and histroy in general. I like Caucasus very much because of it's history, different people and food (I like Georgian food especially) Not tasted all of course but only a few.

Sorry for long post. I really tried to improve my English this time/correct spelling and make it more clear. Used much more time to write it as normal. Hope you can understand.
