Afghanistan should announce political neutrality after withdrawal of foreign troops, something that will facilitate dialogue on reconciliation with the opposition.
This was stated by Russia’s Deputy Permanent Representative to the UN Alexander Pankin, speaking at the Security Council meeting on Afghanistan.
Russia recognizes that military means alone for normalization of life in Afghanistan are not sufficient, and supports a dialogue under the condition that the militants abide by a number of conditions, including breaking ties with "Al Qaeda" and disarmament.
It is also necessary to define a clear timetable for withdrawal of foreign military presence, said Pankin. Russia shares the concern voiced by UN Secretary General Ban Ki-Moon regarding civilian deaths as a result of indiscriminate or disproportionate use of force by combatants.
