  • Russian military to stay in Tajikistan for another half a century

Tajikistan Under The Russian Security Umbrella

Tajik President Emomali Rahmon (right) and his Russian counterpart Dmitry Medvedev exchange signed documents after bilateral talks in Dushanbe.

    September 06, 2011
The deal is done. Russia's military presence in Tajikistan is there to stay -- at least for another 49 years. Now the question is what Dushanbe can get for allowing Moscow to extend leases on its bases on Tajik soil.

In announcing the deal this week, neither Russian President Dmitry Medvedev nor his Tajik counterpart Emomali Rahmon disclosed details.

Medvedev said only that the relevant documents would be prepared and signed early next year.

But the figure being bandied about in the media runs in the hundreds of millions of dollars, enough to cancel most of Tajikistan's outstanding debts to Russia.

Whether Russia would actually be willing to pay such a steep price is another matter.

Tajik Foreign Minister Hamrohkhon Zarifi's suggestion that Russia pay $300 million annually has already been deemed "unrealistic" in the Russian media.

Under the current 10-year lease signed in 2004, Russia gets exclusive use of three military bases and joint use of an air base free of charge.

Between 5,500 and 7,000 Russian troops are deployed in the southern cities of Qurgon-Teppa and Kulob, and the capital Dushanbe combined.

The presence of Russian and Soviet troops on Tajik soil dates back to 1945, and today accounts for Russia's second-largest military contingent outside its own territory -- following only the 13,000-strong Black Sea Fleet in the Ukrainian city of Sevastopol.

Arkadiy Dubnov, a Russian independent commentator and journalist says a reasonable amount that Tajikistan could expect would be no more than $10 million a year.

"Russia pays annual rents of $4.5 million and $7million to Kyrgyzstan and Azerbaijan, respectively, for hosting its military bases, and Tajikistan should expect something similar," Dubnov tells RFE/RL's Tajik Service.

Observers do, however, see an opportunity for Dushanbe to press Moscow to resolve several underlying issues between the two countries, such as reducing customs duties for Russian oil products.

Earlier this year, Russia increased customs duties by over 5 percent, causing temporary panic and chaos at Tajik gasoline stations.

But even in the leverage game, Russia holds a major card: some one million Tajiks -- nearly, every seventh Tajik national -- are employed in seasonal jobs in Russia.

And if this lifeline were to be pulled -- say, in the case of Russia introducing visa regulations for the migrant laborers -- the impact on impoverished Tajik families would be dire.

    1. Russia is the successor state to both the USSR and the Russian Empire which expanded and conquered the Muslim states of Central Asia, including the Sultanate of Bukhara.

Russia/USSR wanted to continue conquering Muslim land and take over Afghanistan. This factor played a key determining influence in the nature of Afghanistan alongside the British Empire.

    2. The 1979 Soviet intervention in Afghanistan saw Soviet troops going in to the country, with the two having direct borders. The Afghans defeated the communists with the Soviet Empire breaking up and direct Russian borders being rolled back over a thousand kilometres away.

    3. Russia however considers the ex-USSR states of Central Asia as part of its "near abroad", and is the main player in this region and not the US, Turkey, China or even Iran (which is attempting to spread influence in Tajikistan with Pan-Iranism).

    4. Afghanistan has a big Farsi-speaking population, and one dialect of "Tajik" (Farsi) spoken in Tajikistan is very similar to Pashto. However there is no major interest from either Uzbeks and Tajiks of the ex-USSR to unify with Uzbeks and Tajiks of Afghanistan.

a: Both are culturally very different and Afghan Tajiks, Uzbeks are more conservative, Islamic.

b: Uzbeks and Tajiks in Afghanistan are loyal to the concept of a united Afghanistan and pan-Uzbek, pan-Tajik nationalism holds no appeal.

    5. Afghanistan which faced potential invasion and conquest by imperial Russia no longer considers Russia as a major threat, but considers Pakistan to be the biggest threat to its stability.

Russian influence is still very strong in Central Asia.

i wonder why people like ashraf is on russian balls when they are occupying muslim lands up north?
There are people today who think that admitting God’s absolute greatness decreases the value and importance of humans in the creation, as if God and mankind are rivals competing in greatness and power. Meanwhile I feel that whenever our perception of God’s greatness increases, with it we become greater, because we are the creation of a great God.

russia is the cancer of asia and has been for quite sometime now. if the leaders of the "istan's" weren't former communist officials and actually had some balls, they would tell the russians to fk off.

Russian influence has limits, they have seen Russians leaving Kazakhstan in big numbers and their influence in the country weakening.

All the central Asian countries are independent and do deals with China, South Korea, the USA, Iran etc (Iran has recently signed a deal to build two new hydro power plants in Tajikistan) as they please.

The central Asian states were economically and geographically connected to the whole of the ex-USSR which they cannot end without causing massive disruption.

Turkmenistan had good - as in non-hostile - relations with the Taliban.

However a lot of the leaders in central Asia are just former communist chiefs still ruling in a new post-communist era.

This is an example of how I mean these central Asian states are linked to Russia and cannot just cut ties off.

Yes, 4.5-7 million does seem to be pretty cheap but seems to be the going rate in the ex-USSR.

true. the biggest opponents to the break up of the ussr were actually the "istan" leaders. tajikistans economy was actually better during their time as soviet subordinates. some countries want to cut the umbilical cord, like turkmenistan while countries like tajikistan don't. tajikistan seems to be between a rock and a piece of crap.

what i want to know about tajikistan is where is the islamic opposition? there was an agreement between the government and the muslims fighting them back in the 90s and i think there was a power sharing agreement but i haven't heard a peep from them. it seems like rahman(dont call me rahmanov) seems to rule the place. i at least expected to see some opposition to their latest anti islam rules.

                  look you uncle tom,

where do you get your ideas from. Someone posts an article, and you say they are supporting something? Are you mentally OK?

Many nations are opening up diplomatic relations with the legit Afghan government, not the pathetic Kabul lap dogs.

                  your role models LOL

Islamic Sharia Afghanistan needs diplomatic relations with everyone you retard so that expat failures do not use the lack of contacts to their advantage, and support war upon the country.
