You have to realize that this is a campaign of indiscriminate attacks in order to


1) test out the drones, which haven't been used that much prior to this war -
and iron out any little mistakes in the coordination of the systems
Tribal Areas are the testing ground of choice because no one can or will say anything to stop America.


2) there are probably foreign nationals being trained on how to operate the drones.
This could include agents of RAW for example, so the drone operating jobs could be "outsourced" to personnel with much lower salaries.
Think what an American drone operator would have to be paid?


3) terrify the population into submission to American demands: by hitting any old place any old time, it strikes FEAR - or is intended to, at least - in the hearts of average tribal residents.
They will tell their elders to work with America not with resistance.
This is part of the calculations of the US military, no doubt.


4) Just to be MEAN, cruel and heartless for the sake of being so. No further reason needs to be given - according to America's politicians and military officers who are NOT used to being questioned on ANYTHING. Sort of like Communism...!
