Sunni militants from the Islamic State have ordered all girls and women aged 11 to 46 in and around the city of Mosul to undergo female genital mutilation, the UN reported. The potential number of victims is estimated at 4 million.
The shocking news, adding to an already long list of crimes reportedly committed by the militants since the takeover of northern Iraq last month, was broken by UN resident and humanitarian coordinator in Iraq, Jacqueline Badcock.
"This is something very new for Iraq, particularly in this area, and is of grave concern and does need to be addressed," she told reporters in Geneva by videolink from Arbil on Thursday.
"This is not the will of Iraqi people, or the women of Iraq in these vulnerable areas covered by the terrorists," she added.
The Islamic State, formerly known as ISIS, has taken over large portions of Iraq with the goal of establishing a fundamentalist Sunni Islamic state in the territories of Iraq and Syria. Since then they have launched a campaign to cleanse ethnic and religious minorities in the territory they control, sending thousands of refugees fleeing for their lives.

The story of Sunni militants from the Islamic State ordering all girls and women aged 11 to 46 in the Mosul region to undergo female genital mutilation has gone viral after a UN report on the matter. However, new doubt is being cast on the claims.

Why do you think the zombies lack the ability into that kind of behavior? These stone age practices are the only things you and your ilk like ISIS are able to do.

BBC and most other major sources are reporting the UN statement but residents in Mosul are reporting the UN statement as false. It seems like the UN wants to put public pressure on Western gov to respond to IS and the only local powers that want action by the West is Iran, Asad and the Maliki gov. Kurds on the other hand want any gov in Baghdad weak so they are benefiting from the chaos.

FGM is not an Islamic practice, it is more cultural and it is actually foreign to Iraq and Syria so anyone with basic knowledge of the region would automatically take this with a grain of salt.

Islamic State is implementing the following hadith . This is their duty to do so and this way world will come to know what an Islamic State is!

Abu al- Malih ibn `Usama's father relates that the Prophet said: "Circumcision is a law for men and a preservation of honour for women."
Ahmad Ibn Hanbal 5:75; Abu Dawud, Adab 167.

Narrated Umm Atiyyah al-Ansariyyah: A woman used to perform circumcision in Medina. The Prophet (peace be upon him) said to her: Do not cut severely as that is better for a woman and more desirable for a husband.
                Abu Dawud 41:5251

Abu Musa reported: There cropped up a difference of opinion between a group of Muhajirs (Emigrants and a group of Ansar (Helpers) (and the point of dispute was) that the Ansar said: The bath (because of sexual intercourse) becomes obligatory only-when the semen spurts out or ejaculates. But the Muhajirs said: When a man has sexual intercourse (with the woman), a bath becomes obligatory (no matter whether or not there is seminal emission or ejaculation). Abu Musa said: Well, I satisfy you on this (issue). He (Abu Musa, the narrator) said: I got up (and went) to 'A'isha and sought her permission and it was granted, and I said to her: 0 Mother, or Mother of the Faithful, I want to ask you about a matter on which I feel shy. She said: Don't feel shy of asking me about a thing which you can ask your mother, who gave you birth, for I am too your mother. Upon this I said: What makes a bath obligatory for a person? She replied: You have come across one well informed! The Messenger of Allah (may peace be upon him) said: When anyone sits amidst four parts (of the woman) and the circumcised parts touch each other a bath becomes obligatory.
                Sahih Muslim 3:684

Abu Hurayrah said: I heard the Prophet (peace and blessings of Allaah be upon him) say: “The fitrah is five things – or five things are part of the fitrah – circumcision, shaving the pubes, trimming the moustache, cutting the nails and plucking the armpit hairs.”
Bukhari 5891; Muslim 527(This is for both men and women)

                Also many fatwas

e4.3 Circumcision is obligatory (for every male and female) by cutting off the piece of skin on the glans of the penis of the male, but circumcision of the female is by cutting out the clitoris (this is called Hufaad)
Reliance of the Traveller: A Classic Manual of Islamic Sacred Law
                Ahmad ibn Naqib al-Misri

Abu Dawood (5271) narrated from Umm ‘Atiyyah al-Ansaariyyah that a woman used to do circumcisions in Madeenah and the Prophet (peace and blessings of Allaah be upon him) said to her: “Do not go to the extreme in cutting; that is better for the woman and more liked by the husband.” But the scholars differed concerning this hadeeth. Some of them classed it as da’eef (weak) and others classed it as saheeh. It was classed as saheeh by al-Albaani in Saheeh Abi Dawood. The fact that circumcision for women is prescribed in Islam is confirmed by the ahaadeeth quoted above, not by this disputed hadeeth. But the scholars differed concerning the ruling, and there are three opinions:
                1 –

That it is obligatory for both males and females. This is the view of the Shaafa’is and Hanbalis, and is the view favoured by al-Qaadi Abu Bakr ibn al-‘Arabi among the Maalikis (may Allaah have mercy on them all).
Al-Nawawi (may Allaah have mercy on him) said in al-Majmoo’ (1/367): "Circumcision is obligatory for both men and women in our view. This is the view of many of the salaf, as was narrated by al-Khattaabi. Among those who regarded it as obligatory is Ahmad… it is the correct view that is well known and was stated by al-Shaafa’i (may Allaah have mercy on him), and the majority stated definitively that it is obligatory for both men and women."
                See Fath al-Baari, 10/340; Kishshaaf al-Qinaa’, 1/80
                2 –

That circumcision is Sunnah for both males and females. This is the view of the Hanafis and Maalikis, and was narrated in one report from Ahmad. Ibn ‘Aabideen al-Hanafi (may Allaah have mercy on him) said in his Haashiyah (6/751): "In Kitaab al-Tahaarah of al-Siraaj al-Wahhaaj it says: Know that circumcision is Sunnah in our view – i.e., according to the Hanafis – for men and for women."
                See: Mawaahib al-Jaleel, 3/259
                3 –

That circumcision is obligatory for men and is good and mustahabb for women. This is the third view of Imam Ahmad, and it is the view of some Maalikis such as Sahnoon. This view was also favoured by al-Muwaffaq ibn Qudaamah in al-Mughni.
                See: al-Tamheed, 21/60; al-Mughni, 1/63
                It says in Fataawa al-Lajnah al-Daa’imah (5/223):

"Circumcision is one of the Sunnahs of the fitrah, and it is for both males and females, except that is it obligatory for males and Sunnah and good in the case of women."
Thus it is clear that the fuqaha’ of Islam are agreed that circumcision is prescribed for both males and females, and in fact the majority of them are of the view that it is obligatory for both. No one said that it is not prescribed or that it is makrooh or haraam.

                Secondly:

With regard to the criticism of circumcision by some doctors, and their claim that it is harmful both physically and psychologically,

This criticism of theirs is not valid. It is sufficient for us Muslims that something be proven to be from the Prophet (peace and blessings of Allaah be upon him), then we will follow it, and we are certain that it is beneficial and not harmful. If it were harmful, Allaah and His Messenger (peace and blessings of Allaah be upon him) would not have prescribed it for us.

In the answer to question no. 45528 we have mentioned some of the medical benefits of circumcision for women, quoting from some doctors.

                Thirdly:

We would add here the fatwas of some modern scholars who have responded to this war that has been launched against female circumcision on the grounds that it is harmful to health.

Shaykh Jaad al-Haqq ‘Ali Jaad al-Haqq, the former Shaykh of al-Azhar, said:

"Hence the fuqaha’ of all madhhabs are agreed that circumcision for both men and woman is part of the fitrah of Islam and one of the symbols of the faith, and it is something praiseworthy. There is no report from any of the Muslim fuqaha’, according to what we have studied in their books that are available to us, to say that circumcision is forbidden for men or women, or that it is not permissible, or that it is harmful for females, if it is done in the manner that the Prophet (peace and blessings of Allaah be upon him) taught to Umm Habeebah in the report quoted above."
                Then he said:

"From the above it is clear that the circumcision of girls – which is the topic under discussion here – is part of the fitrah of Islam, and the way it is to be done is the method that the Messenger of Allaah (peace and blessings of Allaah be upon him) explained. It is not right to abandon his teachings for the view of anyone else, even if that is a doctor, because medicine is knowledge and knowledge is always developing and changing."
In the fatwa of Shaykh ‘Atiyah Saqar – the former heard of the Fatwa Committee in al-Azhar – it says:

"The calls which urge the banning of female circumcision are call that go against Islam, because there is no clear text in the Qur’aan or Sunnah and there is no opinion of the fuqaha’ that says that female circumcision is haraam. Female circumcision is either obligatory or recommended. Even though there is a fiqhi principle which says that the decree of a ruler may put an end to a dispute regarding controversial matters, the decree of the ruler in this case cannot be but either of two things: that it is either obligatory or recommended, and it is not correct to issue a decree banning it, so as not to go against sharee’ah which is the principal source of legislation in our land, whose constitution states that Islam is the official religion of the country. It is permissible to issue some legislation that provides guidelines for performing this procedure (female circumcision) in the proper manner in such a way that does not contradict the rulings of sharee’ah.

The words of the doctors and others are not definitive. Scientific discoveries are still opening doors every day which change our old perceptions."

In the fatwa of Dar al-Ifta’ al-Misriyyah (6/1986) it says:

"Thus it is clear that female circumcision is prescribed in Islam, and that it is one of the Sunnahs of the fitrah and it has a good effect of moderating the individual’s behaviour. As for the opinions of doctors who say that female circumcision is harmful, these are individual opinions which are not derived from any agreed scientific basis, and they do not form an established scientific opinion.

They acknowledge that the rates of cancer among circumcised men are lower than among those who are not circumcised, and some of these doctors clearly recommend that circumcision should be done by doctors and not these ignorant women, so that the operation will be safe and there will be no negative consequences. However, medical theories about disease and the way to treat it are not fixed, rather they change with time and with ongoing research.

So it is not correct to rely on them when criticizing circumcision which the Wise and All-Knowing Lawgiver has decreed in His wisdom for mankind. Experience has taught us that the wisdom behind some rulings and Sunnahs may be hidden from us. May Allaah help us all to follow the right path."

Circumcision of girls and some doctors’ criticism thereof

Is there any officail statement from ISIS leaders?
They control large part of Iraq and Syria so where they get the weapons from?
                  who was funding the shais?
and who is funding the sunis now?
                  Think about it.
The US wanted to divide Iraq and they are successful in their mission.

You definitely take the cake for low quality reporting and fact confirmation.

I myself have no admiration for ISIS but view them, once again, as an artifact and symptom of a disasterous Western Foreign Policy that has created widespread war like conditions and thus radicalized moderates and also ensured that the most zealous would rise to the top in these survival of the fittest like conditions.

We have already seen how this sort of process created the leader of this group in Camp Bucca:

Here is the article in full:

Isis denies ordering that all girls in Mosul undergo FGM

Doubts grow over UN report, seemingly reliant on year-old document from Syria thought to have been doctored

Jihadi extremists who have taken over the Iraqi city of Mosul have denied ordering families to have their daughters undergo female genital mutilation in order to prevent "immorality" or face severe punishment, as claimed by a senior UN humanitarian official on Thursday.

Supporters of the Islamic State (Isis), previously known as the Islamic State in Iraq and the Levant, dismissed the story as propaganda based on a fake document – though residents of Mosul, as well as Kurdish officials, insisted it was true.

The claim about enforced FGM came from the UN's deputy humanitarian coordinator in Iraq, Jacqueline Badcock, who told reporters that up to 4 million women and girls aged 11-46 faced the risk of genital mutilation. "This is something very new for Iraq, particularly in this area, and is of grave concern and does need to be addressed," she said. "This is a fatwa from Isis. This is not the will of Iraqi people, or the women of Iraq in these vulnerable areas covered by the terrorists."

Reports about the issue have been circulating in Iraqi media for the past few days. On Wednesday a Kurdish website, BasNews, reported that the fatwa had been issued by the self-proclaimed "Caliph" of the Islamic State, Abu Bakr al-Baghdadi, as a "gift" to the people of Mosul. BasNews said on Thursday that it stood by its story. "Of course Isis would deny this," the editor, Hawar Abdulrazaq, told the Guardian.
Badcock's comments came in a briefing by videolink from her base in Irbil, capital of the Kurdish regional government, to reporters at the UN headquarters in Geneva.

But plans for a statement by the UK international development secretary, Justine Greening, were dropped as doubts grew about the accuracy of the claim. Suspicions about its veracity were based partly on the fact that FGM is not required by Islam and is not prevalent in Iraq. It is most widespread in Egypt, Sudan and east Africa.

A document circulating on social media purporting to be the Isis fatwa was in fact dated July 2013, originated in Aleppo, Syria, and was widely described as having being photoshopped. It appeared on Thursday on the website of the Saudi-owned TV channel al-Arabiya.

Ahmed Obaydi, a spokesman for Mosul police, told BasNews: "Baghdadi's decision to have all women circumcised is, as he claims, to prevent immorality and promote Islamic attitudes among Muslims. The decision was made by Baghdadi as a 'gift' for people in Mosul." But Mohammed, a local journalist, told the Guardian he knew no one who had been told by Isis that their female relatives should undergo FGM. "This is mainly media hype with no substance," he said.

Isis supporters quickly dismissed the story as a hoax. "If Isis responds to every lie and rumour they will not be able to control all these areas you hear about," tweeted one. "Please ask UN to prove their claims before you hear from us." The same Twitter account, whose name is derived from an Arabic word meaning "monster", contains multiple images of the decapitated heads of Syrian soldiers taken in the Raqqa areas near the Iraqi border.

According to the Iraqi paper al-Mustaqbal, which also reported on the alleged fatwa earlier this week, the practice of FGM is alien to Iraqi society except the Kurdish provinces. Worldwide, more than 130 million girls and women have undergone FGM.

The FGM story broke against a background of wider concern about the situation in Mosul, whose Christian community has been forced to flee under threat of forced conversion or execution by jihadists who have turned churches into mosques and confiscated property.

Iraq's prime minister, Nouri al-Maliki, has lambasted Isis for its "criminality and terrorism". Last weekend Isis gave the city's Christians a stark choice: convert to Islam, pay a religious tax, or face death.

                        Why are these facts important?

Well we must all go back to 2003 and recall that various faux reasons were generated to invade Iraq in the first place.

The idiotic misinformation posted by Hallo is basically propaganda to try to ensure the same sort of thing happens yet again with the pretext being to "save the genitals of the Iraqi women" or some other idiotic cause celebre that turns out to be a fabrication.

This was the same concept that the CIA Red Cell Memo detailed to make an unpopular War in Afghanistan palatable again to the European population:

After the Dutch government fell on the issue of dutch troops in
Afghanistan last month, the CIA became worried that similar events could happen in the countries that post the third and fourth largest troop contingents to the ISAF-mission. The proposed PR strategies focus on pressure points that have been identified within these countries. For France it is the sympathy of the public for Afghan refugees and women.
                        From the Red Cell Memo:

                        http://archive.org/stream/CiaRedCell...istan_djvu.txt

The pressure on Obama here in the US to recommit and escalate is building and often based off these sorts of reports in the context of Iraq. Let us hope he ignores these neocon voices and vigorously debates these unreasonable war mongers.

However, that war fever and fervor is what Hallo and others are trying to exploit.

The reality of this situation is that a proxy war is occurring in parts of Iraq and Syria using forces funded by Iran and Saudi Arabia.

It was the original US Iraq Invasion that unleashed these forces and, as we showed above, set the stage for radicalization of a wide swathe of the sunni population.

There are many other important problems to discuss with ISIS like it reportedly uprooting the Christians of Iraq from their homes and communities and destroying the reported grave sites of the Prophets:

                        http://www.npr.org/blogs/thetwo-way/...-tomb-of-jonah

These issues however, would be seen by most in the world as an internal and local regional issue that needs to be solved by the local players if they ignore Hallo's generally weak propaganda.

One can see that with the track record of interventionalists, another violent war in that region will likely only breed a yet even more radical and capable group of fighters and cause more destruction and chaos.

IS destroyed the shrine and tomb of Prophpet Younus/Jonah, and that was good. Your not suppose to built shrines/tombs on top of Prophet's grave.

You don't need to support any side, but you shouldn't promote uneven journalism. The media was suppose to be neutral and report both sides of a conflict so people can understand why their is calamity in the first place.

This story may not be true, however ISIS seems to be a very very cruel group of people. Why is that many are supporting them? also how come this so called caliphate is not helping Palestinians?

I would personally never want to live under them. I am sure most of you enjoying your western freedoms wouldn't either
