In non arabic speaking countries, many of the so called "Hafiz" of the quran dont even understand arabic, should they really be considered "Hafiz" of the quran, just because they memorized the quran, with out getting the meaning of the quran?
I am not sure why in non arabic speaking muslim countries, more emphasis is on the reading of the quran rather then understanding of it, just doesn't make sense. Allah sent the quran to be understood
For example in many of religious madrasahs kids memorize the quran, however they might not understand a word of it, the mind of that child remains illiterate of the quran
This is a serious issue that needs to be looked at.
