Reverse the question and ask why Catholic priests and internet predators exist in open societies? Actually anthropologically,part of what defines savages is lack of strict regulatory laws So a strict system of laws such as Shari'ah law would be evidence of development from savagery and less regularory laws are indications of loose social standards which were found amongst Pre-Islamic Iranians and Secular societies is more akin to savagery
