after the soviet intervention in Afghanistan he came to afghanistan after he was exiled by the khalq faction of PDPA, he was appointed as the head of the ''KHAD'' which was the parcham factions secret police, and it was during this time that he used the khalq to arrest, torture and kill thousands of innoccent people many of whom were university teacer lecturers and intilictuals, and it was due to his brutality and effeciency with which he ran the ''KHAD'' that the USSR chose him as thire top Dog.
