  • BBC Debate: 'Has The Taliban Won In Afghanistan?

On September 8 in London, RFE Senior Correspondent Abubakar Siddique took part in a special debate on BBC Radio 4 titled, "Has the Taliban Won in Afghanistan?" [listen to the debate] The event took place at the Chatham House, home of the Royal Institute of International Affairs. The audience included students, journalists, policy-makers and Afghan expatriates.

Appearing with RFE’s Siddique were Peter Galbraith, an outspoken critic of the 2009 presidential elections in Afghanistan, Lieutenant General Sir Graeme Lamb, a former senior advisor to former U.S. General McChrystal and Mariam Abou Zaaheb, a French researcher and author who focuses on the region and the influence of Deobandi Islam there.

Galbraith argued that the Taliban had won the war. His main rationale was the Afghan government is not a “credible partner” for international forces, and, therefore classic counterinsurgency warfare theory is inapplicable. He strongly criticized the regime of Hamid Karzai. Lamb argued against Galbraith, saying that the Taliban had not yet won in Afghanistan, claiming that, from a military standpoint, the Taliban is weaker now than it was in 2009. Maiam Abou Zaaheb said, despite that fact, at some point the Taliban are going to have to be incorporated into the political process.

The Taliban are not a Pashtun nationalist movement

All of the panelists agreed that, by most measures, the Taliban were not popular with the majority of the Afghan people.

Siddique argued that the Taliban have not won the war because they had failed to achieve there stated goal of a caliphate run under Sharia Law. He explained that the notion of “The Taliban” as monolithic entity is factually wrong, and that "The Taliban are not a Pashtun nationalist movement.”

Siddique also noted that by killing thousands of clan leaders and sheikhs, the Taliban have undercut traditional loyalties and intimidated the average Afghan citizen. Pashtun society has, as a consequence, been culturally scarred by these assassinations.

Listeners took part in the special online portion of the debate during the program via Twitter (@BBCradio4 and @RFERL) and by commenting on the Radio 4 blog.

Lets assume Taliban come into power. The question is what they have to offer. Most of them are the products of Pakistani intelligence agencies. The important ones even on the payrole of ISI. Then they did not even complete their religeous studies when they were studying in Akora Khattak Markaz run by Samiul Haq in Akora, Dist Nokhar. Even those who have graduated will not be more learned than Samiul Haq who is a perfect moron when it comes to what a modern state craft and governance is all about.

What do taliban have except a primitive concept of economy based on a city state demand and supply and limited production based market unable to create capital. What services can they offer when they dont know the modern sciences related to a state and its working. What vision do they have to resolve the basic problems [in case they know about them in the first place] whch Afghans are facing since decades. How can you run a state just on "kumak" and "Zakat" and other charity. When there is no industrial infrastructure, when there is no research and development, when there are no institutons, when there is no urbanisation, when there is no competition to conquer the regional or world markets based on competitiveness and quality assurance , when there is no intellectual energy to rejuvenate the institutions and no technology culture to eradicate the problems related to trade, commerce, education, culture, politics, economy etc then how can Taliban govern Afghanistan just by virtue of being the proxies of Pakistani / Punjab?

They need to address all these issues.

This is really really getting tiring.

So much taliban this taliban that. I am really beginning to think we are helping the West Spread their propaganda.

Open any news website, any regular website, and in one corner or the other you will see a link on news on taliban. They have made talibaan a unbeatable monster who are out there to take over the world... so much fear of muslims and Islam is instilled in every non-muslim's heart that it is unbelievable. in the name of taliban they have turned our whole muslim community into zombies. and we are helping them!

Let me be frank, taliban are nothing i mean nothing in front of America or the Nato forces. If America wishes to finish taliban it can do it in a heartbeat. please understand, that this is all political game. Those who boost about taliban and their power need to realize that they survive to this day because America is not interested in finishing this group... rather they get most of their support from countries that make up the Nato forces.

why don't u people realize that this is a war of money!... this war is not a war of religion or east vs west, or different ideologies... they only use religion as an excuse to fight for their own financial interest. These leaders may it be taliban leaders or american, are using religion as a tool to recruit people to fight their financial war. they are just brainwashing ordinary citizens to join... in america, national security and the fear of terrorist attacks are used as a tactic to turn people in favor of this war... and in afghanistan they use the name of jahad to recruit. who takes the benefit of all of this? the leaders... the people behind all of this.

        This is just ridiculous.

Banu khore! our only interest is in the reconstruction and stability of Afghanistan and this is only possible if Pakistan somehow is forced to abandon its imperialistic dreams which we know has no links with the US or the West but an intrinsic Pakistani desire to crush for ever the Pashtun of Pakhtunkhwa's (occupied afghan land) genuine demand of political autonomy. You should realize that US might have its finacial agendas but the creation of Taliban to control afghanistan is in fact a Pakistani agenda.

^those are all conspiracy theories, which are very common among certain afghans (former communists, nationalists, loosers, people with a defeatist mentality, post traumatic stress disorder etc.) Most of those people don't know much about the political reality of the world and international realtions, nor do they know about real islam. They have watched certain video's, have their information from other people and the media.

The truth is that the Taliban are winning the war and the west has been defeated in Afghanistan. They couldn't beat the Taliban with all their forces from more than 35 countries. The secret of Taliban power is their reliance on Allah (swt) (tawakul) and their strond faith (imaan). This is the secret formula derived fromt the Quran. They have won with the help of Allah (swt). Their secret is not military or materialistic power or strenght, no in that regard they are the poorest and weakest, but they are much more strong on the scale of Allah (swt) and in the spiritual dimension, they have values and laws which are superior to those of the west. The crusaders worship money and they follow materialistic desires, but the moslims follow only the prophet (pbuh) and they have submitted themselves to Allah (swt).

There is half truth in to all of what you three think.

Maiwand, go to your Pakistani defence forum.

Political reality and international relations. lol Winning what? Do you know what the relation between war and political legitimacy is for winning it? I agree that they are not defeated but there is no way and they are far far from winning it. Whilst saying that, they will not be thoroughly defeated and they have proved that, and this might have been well concieved any way. The end will lie in changing the hard objectives that decide the political outcome to those of establishing conditions in which the outcome may be decided, and that environment is being shaped up. And this is what is exactly happening in my view.

absolute majority of the Afghans want Sharia law implemented in their country, so they want a Taliban-style goverment back in power. And inshallah that will happen very soon. It will be a disgrace and humiliation to the munafiqs, kuffaar and pseudo-intellecual nationalists, "enlightened" people, defeatists, morally degenerates and slaves of Satan and evil desires.

Taliban can only succeed when Pakistan stops giving passage to NATO/U.S. and also its bases and providing intelligence for $$$. We need Islamic revolution in Pakistan and we need to hang every Paki general. We have to and need to establish Taliban emirate in Pakistan first if Islam is to conquer the earth. We have to have that atom bom. Do you get what I am saying?

no man, it doesn't make any sense. Pakistan is just a country like any other, indeed we should also bring Shariah over there and punnish the apostate goverment and its apostate army, and some of our brothers are doing that exactly. We can do both. There is already an Islamic awakening all over the world. There is even an Islamic uprising in some parts of Pakistan and inshallah there will soon be also shariah over there. But the priorities of the Afghans should be first on the territory of Afghansitan, we should first liberate ourselves from the crusader invaders and later on we can deal with the Punjabi/Shia/apostates alliance of the Pakistani government.

I think you are very illogical. In order for us to win the war and defeat the crusadors we need cut them of their logistics and their main backers and that remains to be Pakistan. If we do that they will not be able to sustain themselves for a week in Afghanistan. Are you crazy?

Pakistan is a true cancer that has to be destroyed. That is our ultimate cure. Don't you agree? We need to fix the larger part.
