According to autobiography of Mualana Abdul Kalam Azad (India wins freedom), Bacha Khan was stunned when he heard that Gandhi has agreed with Mountbatten about partitioning India. Khan brothers were against the partition of India. They were expecting that they would be in united India.

Abdul Kalam Azad further says that the fact was influence of Khudai Khidmatgar had waned in the recent years , and the Khan brothers, knowing very well that in the choice between Pakistan and India, people of frontier would choose the former.........they came up with new idea of independent Pakhtunistan which the Congress decided to approve and support.
The tireless dedication of Bacha Khan to Congress speak for itself but for further clarification......read about the role of Bacha Khan in Hijrat movement, in which he is participating as an "Indian" and is criticizing Afghanistan and King Amanullah as an Indian......After 1947, Afghanistan government also twisted the facts for propaganda purpose and created an impression that politics of Bacha Khan was all about Pakhtunistan and ultimately joining Afghanistan.......the fact is, Bacha Khan and his party would have been perfectly OK in united India as they have would have benefited greatly as men of the Congress party. Partition upset their plans and they hurriedly came up with pathanistan......they could have demanded that option of joining Afghanistan should be given instead of India, but they did not and came up with Pakhtunistan which was understandably dismissed by the British.
