Atta Mohammad Noor, executive director of Jamiat-e-Islami party on Thursday said an agreement will be signed between President Ashraf Ghani and Jamiat-e-Islami leaders and based on the agreement, Jamiat leaders will be consulted over major political decisions.
The Presidential Palace has confirmed this.
Noor said in recent meetings between him and Ghani, they moved to sign an agreement and put aside disagreements, which stem from Noor having been an opposition candidate during elections.
“I am happy with the meetings and hope that everything goes forward as we want. However, the agreement is not yet signed,” he said.
“We have drafted an agreement and have finalized and agreed on many issues. The draft will be shared with leaders and allies of Jamiat-e-Islami Party. If it needs more changes, we will work on it, otherwise it will be implemented,” he added.
Noor meanwhile added that he intends to step down as acting governor of Northern Balkh province.
“I have been in Balkh for a long time. It is natural that I should open the way for others to take the seat,”
    he said.
Noor also pointed out there will be demands by Ghani on him and Jamiat-e-Islami.
“We will support the peace process, will support government’s foreign policy, we will use all our capacities to maintain security and will mobilize our people to defend the government,” he added.
Political analysts meanwhile said every positive change will benefit the people and that qualified people are being considered to fill such positions.
“Every change is to the benefit of our people, if it is taken in a good way, in which the opportunity is provided for the most qualified people to compete for the seat,” said Hayatullah Jawad, a political analyst.
Noor also touched on the ongoing war and said the state is in a fragile situation and insurgents are trying to take the war to the northern parts of the country. He said in order to overcome security challenges, we need to cooperate with government and have its support in fighting terrorists.

This is actually huge. It means Abdullah has been sidelined by Noor. It will also bring political stability to our country. By giving Jamiatis a say in major political decisions and bringing their resources and manpower to the government, Afghanistan will benefit from it.

This shows the weakness of the Afghan gov. They are forced to rely on warlords and their militias to carry on a fight that the ANA is responsible for. Similar to the Iraqi gov relying on Iranian militias and US soldiers for the fight that they should be waging.
M.A. Noor acts like he is the president of an independent Ballkh where the Afghan gov has no reach without his say so. He is also a paid asset of Pakistan:

“I believe that our interests are not in tension with Pakistan,” he said of the peace talks. “My policy is that we need to improve our relations with Pakistan and the regional countries, so the mistrust is done away with.”
Mr. Noor appears to be the recipient of an evolving strategy by Pakistan to diversify its investment in Afghanistan — and its key leaders. In 2013, Mr. Noor opened a new $18 million engineering school at Balkh University — construction paid for by the government of Pakistan.
He thanked the government for another $3 million in forthcoming investment for two other schools.

IT shows that the Afghan gov is not in control of anything in the country. The country is fractured and regional powers control different aspects of it.
