This is not the 90's . During the 90's it was a different time and generation . You are obviously not aware of the differences between the two . Waziristan' s mountains are much more remote and higher with no infrastructure . The terrain is similar to Afghanistan . So this comparison with Kashmir is idiotic . India has 10-15 insurgencies in North - east and helicopters were used extensively .
