He mentions this at 6:40 onwards. Does anyone know if this has been implemented or not?

There are hundreds of thousands of IDP's in Afghanistan who have lost their homes and livelihood due to ongoing war. If you drive around Kabul, you can see many camps built in rubble and tents made from trash.

Why is the government ignoring them? If Ghani can provide homes for 3 million Afghans from Pakistan, surely he can provide housing for a few hundred thousand IDP's who are already in Afghanistan?

Besides, some people from area's near Durand line have reported that Afghan security forces are preventing Afghan refugees from returing back to Afghanistan.

I have heard the same from my relatives back home in Kabul and seen it on TV as well. The IDPs are mainly from Helmand and other regions with instability and they live in dire conditions. I don't know if any thing has changed in the last few years.

They need jobs, not houses. So they have shelter, what are they going to eat?? And where did all these houses come from all of a sudden??
Afghans are always talking about how the government is not giving them anything and never thinking about where the government gets money from. The aide that comes from foreign countries often come with a hefty price. That money is to build hospitals, schools and roads with, not eat and have none of it left for tomorrow.
