The prohibition is so an evil deed of any nature (not necessarily zinah) does not take place. If that rule had been applied properly, mufti's wouldn't be considered a joke, she wouldn't be dead, her brother wouldn't have committed a murder and her parents wouldn't be part of her brother's crime.

You don't become a good member of society by calling someone a prostitute and moving on. People in majority do know what is wrong. What they don't know is how to handle or approach it.
