          DZJ:
You may be thinking of the current situation where NATO is used a way to dress up the invasion of Afghanistan, and even the First Iraq War, as respectable in the eyes of the world.
Even arrogant American policy-makers are a tiny bit attuned to the fact that most of the rest of the world would be jeering at America. Otherwise, they would never care what any foreign country or people thought about their military moves. (That's why I say arrogant.)
So the concept of this being a NATO operation is always drummed in through the media to diffuse the anger from other countries.

I have long suspected that in fact NATO countries are nearly all extraordinarily reluctant to participate in these wars. Not becuase of caring about anybody else but for their own selfish reasons: drain on economy, public outcry, etc.

But the U.S. MUST bribe them into sending troops and keeping their troops present.
I bet many of the NATO individual personnel are dying to get out of Afghanistan and probably shirk work as much as possible, handing over many unpalatable tasks to Americans.

Americans don't reveal that they have to shoulder nearly alll the burden, because that would hurt this fictional image of a single bloc - which includes Russia more and more - united in the wonderful fight against that ridiculous and meaningless term, terrorists.
BUT! Prior to this recent shabby chapter in NATO's life, it USED to be a good alliance. But only during the 1950s through early 90s, when it focused exclusively on deterring the Communist threat, primarily from Soviet Russia. NATO had "teeth" and respectability in that era. It was viewed with alarm by the Soviet leaders.

Turkey was a key member of NATO for which it never got credit, by the way. Turkish forces were the largest in the alliance after the American ones, as I recall.
Turkey also has a long border with what was then the Soviet Union. Turkey knew clearly who the enemy was at that time.
Whereas, European countries were notoriouisly weak in determination to defend themselves. The Communist-sponsored "peace movement" had a lot of members especially among the young Europeans.

Thus America as usual shouldered most of the burden but kept the lack of enthusiasm among Europeans quiet to present that unified ant-Soviet front.
From my way of thinking, THAT was a noble mission.
Whereas this current operation in Afghanistan? Evil, no other word for it.
