You should watch the video again. That is not what he is saying.

He says that weapons and bombs are not the only way. Also note that he mentions misuse of weapons. Like targeting women and children.

Basically, even if you do use weapons, you must use them in accordance to Shariah.

Victory is in adherence to Quran and Sunnah. Those who's actions are in contradiction with Quran and Sunnah, whether they use weapons or not, they will never become victorious.
