• Pakistan to expel old Post-1951 Afghan immigrants from the country

PESHAWAR: All those Afghan nationals who immigrated to Pakistan before civil unrest erupted in 1979 in their country would be treated as illegal residents and deported, said an official of the Special Branch Police.

He told The Express Tribune relevant officials had been issued directives to not consider any |proof of immigration” from the 60s or 70s as valid and report such documentation so CNICs of these individuals be blocked.

“We do not know who took the decision, but the new policy is that any Afghan family which migrated after 1951 will be considered illegal immigrants and their CNICs will be blocked after separate verification from the Special Branch and Intelligence Bureau (IB),” he said. “The decision was probably taken after reports emerged that several refugees who managed to get CNICs had purchased land using backdated documents,” he said.

“The instructions are clear cut. Any document from 1951 onward will not be accepted and all those who migrated subsequently will be considered illegal immigrants,” he reitereated.

Talking to The Express Tribune, an IB official, requesting anonymity, said a notification from October last year clearly mentioned that as per the Pakistan Citizenship Act 1951 (and Pakistan Citizenship Act Rules 1952), all those people who migrated to Pakistan before April 18, 1951 are automatically Pakistani nationals. The Act added that those who moved after this date would have to apply for nationality as per the procedures set by the government.

“After the introduction of this act, no person could automatically become a Pakistani national by purchasing land or obtaining a CNIC,” the intelligence official stated. “Now all Afghan refugees are being verified.”

The notification was issued by the Federal Ministry of Interior after queries from NADRA sought clear-cut instructions from the government.
A number of the Afghan refugees have married local women, purchased land and run large businesses in the country. However, after these directions, a large-scale crackdown was initiated and even government officials are being verified.

“Two constables with eight years of service have been fired from the police because they are Afghan nationals and others are being verified,” he said. The official added a number of other government employees were actually “illegal immigrants”.

In the wake of the devastating Army Public School massacre which resulted in the death of over 150 people, mostly children, the government intensified its crackdown against Afghan refugees illegally residing in Pakistan. “We consider unregistered Afghan refugees a security threat, that is why law-enforcement agencies have been directed to push them back home,” a senior official of the Ministry of Interior said last month.

Even diplomats are not immune to the government’s crackdown. Towards the end of February 2015, four of them were detained with 28 other Afghans and locked up in the University Town police station. Several citizens of the neighbouring country are being kept in different jails owing to the lack of proper transportation facilities to deport them to Afghanistan via the Torkham border in Khyber Agency.

Note that Pakistan allowed flow of Hindostani mohajirs to Pakistan as far as 1962, which continued upto 1965......Large number of Biharis settled in Pakistan in 1971.....even after 1971, some 3 to 5 million illegal Bengalis and unknown number of biharis from india settled in Karachi.......Kashmiris have always had uninterrupted flow to Pakistan.

It should be very clear to Pakistani Pashtuns that Pakistan was not founded for ethnic Afghan/Pashtun and Baloch muslims but it was set as refuge and abode for Desi/indic muslims of hindostan. I also feel that this boldness is coming from recent military successes of Pakistani army over Taliban. Balochs and Pashtuns were marked from the very beginning but after Baloch rebellion of 2006 and Taliban insurgency in Tribal areas in 2004, Pakistani state had some plans in mind to "control" this undesirable and troublesome non-desi population. This is just the beginning, warta tenga dey ki.

wrong, i was reading mqm blog, they claim muhajir flow was stopped in 1952, only post-1971 muhajirs came from east pakistan

Bengalis are non existant in karachi or very small, and millions of biharis still left in bangladesh

read this court order today, Supreme court stopped migration of biharis from bangladesh who were loyal to pakistan

It should be very clear to Pakistani Pashtuns that Pakistan was not founded for ethnic Afghan/Pashtun and Baloch muslims but it was set as refuge and abode for Desi/indic muslims of hindostan.
Reason is that these Hindustani Muhajirs are loyal to Pakistan and love Pakistan, the Afghan refugees curse pakistan, they want to break up pakistan, they to destroy it, as for Baloch, they're fine, there's no migration, i know some baloch settled in karachi now, who came from irani side

As for indic muslims, what about kashmiris?they're dardics, we allow them to come, even then they have to live in refugee camps like in AJK

Baloch are even more Desi looking then them and darker.

Anyways, anybody that loves pakistan should be allowed to stay, but Afghanistanis hate us, so let them go back to their home country.

PS Luffy,Samandari,Smarty,Marwati, you are a confusing guy, sometimes u claim to be loyal to pakistan, other times you pretend to be afghan agent, you were banned on defence.pk and on paklinks you fight with mir baloch all the time.

            1. The Pakistan project had its strongest support amongst the Muslims of Bengal and then northern India (Uttar Pradesh & Bihar).

However the Muslim elite of northern India never liked Bengali Muslims and looked down upon them and still do.

After creating this new Muslim country their goal was to make it a Indic-Muslim dominated Neo-Mughal state.

            - The Neo-Mughal Indian language Urdu would be the state language.

            - Karachi would be a coastal capital and dominated by Urdu-speaking Indian Muslims.

Bengalis and others were to be secondary.

            2. With the rise of Hazara Hindkowan Ayub Khan in to power, power transferred to the north and away from the Indian-origin Urdu speakers or "Mohajirs" and has stayed in the hands of the mainly Punjabi Pakistani military until the present day.

            3. Pakistan is in reality a Punjabi Muslim state which for the sake of territorial grandeur has non-Punjabi Muslim regions as an appendage to the core, "real Pakistan" i.e. Punjab.

These non-Punjabi regions can be useful for their resources but if Muslims from there ever dare question Punjabi supremacy i.e. go against "Pakistan Zindabad", they will be ruthlessly and brutally crushed including aerial bombing.

            4. Punjabis as an Indic race thus want an Indic-based Pakistani culture with a layer of Muslim imagery on top of it, thus the Iranic-origin Pashtun culture is not compatible with this.

A "Pathan" who integrates must also become culturally "desified".

As humourous as it may seem to some Afghans here I have met pale-skinned pinkish "Pathans" who view themselves as part of the south Asian world and identify with Bollywood, and would feel they have little in common with south-west Asians e.g. Afghans, Kurds, Iranians.

In their mind they are closer to Bengalis than to Kurds, whereas in reality, linguistically, racially and geographically they are closer to Kurds.

            Pashtun.

            Kurd.

            4. Punjabis are a post-Hindu race who still practice overt caste-racism and discrimination amongst themselves but also with other Muslims and thus feel darker "Mohajirs" are inferior and Bengalis even more inferior hence the reason for the 1971 war.

The Punjabi elite have allowed Sindh to be full of immigrants from India and Bangladesh i.e. in Karachi, but would never allow this to happen in what they regard as the true Pakistan, Punjab.

For the record there are anything between 2-3 million Bengalis in Karachi alone, and this is something everyone is aware of.

Even Admin Khan himself personally knows about the huge Bengali community in Karachi.

Pakistan's use of the "Muslim card" and support in the wider Islamic world.

As I said Pakistan is a Punjabi Muslim country with Punjabis ruling this is why for example Bihari refugees in Bangladesh would never be allowed to leave Bangladesh and settle in Punjab, though some have done in Karachi, Sindh.

Even in Sindh, the Sindhi nationalists do not want to see their home region have even more non-Sindhi citizens.

All of this contradicts the widely and ostentatiously flaunted claims of Pakistan being a "Muslim country" for "all Muslims".

            It is not.

It is a state run by Punjabis for Punjabis.

Despite this Pakistan is heavily supported by the Muslim world including the Arab world and Turkey.

In any issue even if Bangladesh is totally in the right, most Muslim regimes will support Pakistan because most Muslims being very racist prefer lighter-skinned Pakistanis to darker Bengalis.

The two most pro-Pakistan countries in the Muslim bloc are Saudi Arabia and Turkey both of whom have pursued negative policies towards Bangladesh due to Pakistani/Jamaati lobbying.

If one wants to know why Muslims in the world are in such a miserable state it is because they are immoral, racist and ignorant.

            The future of Pakistan

Pakistan is a mal'oon (cursed) country, which the Islamic scholars and pious saints (mutassawifoon) warned against in the 1940s in the united India with some major scholars foreseeing great bloodshed and suffering with its creation.

            Will it survive?

Yes, because it is a British creation and now sponsored by the Americans who are happy to see Pashtuns being massacred and made homeless.

However in the long run with the law of karma will this racist state survive despite the huge support it enjoys from Turkey and Saudi Arabia?

            Probably not.

              Muslim world, Pakistan and Afghanistan.

This brings us to the issue of Afghanistan and Pakistan.

The Muslim world has a soft spot for Pakistan and just as it prefers Pakistan to Bangladesh it will generally prefer Pakistan to Afghanistan.

              - In Palestine, you have Palestinians whose people were massacred by Pakistani troops in Jordan in the 1970s cheering for the Pakistani army to "liberate" them.

              - On internet forums you have a high level Saudi official fellating Pakistanis and calling Bengalis "savages" and "criminals".

              - In the gulf Arab media Bengalis are vilified as criminals whilst Pakistanis aren't whereas Pakistanis commit more crimes including the 15,000 Pakistanis in Saudi jails. Though the Saudi media do not comment on this but on Bengalis instead.

In any conflict between Afghanistan and Pakistan, Afghans should have no delusions, Pakistan will enjoy massive support from the ignorant and racist Muslim world and "Islamic" organizations who revere Pakistan.

The "Muslim world" went mad over the execution of a Bangladeshi politician called Qader Molla, but no one be it a Turk, Saudi or whatever give a second thought about Muslims born in Pakistan to Afghan parents being kicked out of the homes they grew up in, in the towns which are the only thing they know.

Qader Molla, the man whom the entire Muslim world went beserk over attacking Bangladesh a few years back with Saudi Arabia, Qatar, Tunisia, Sudan, Malaysia and others all supporting him and the Bangladesh embassy in Turkey being physically attacked and Turkey's 1. President 2. Prime minister 3. Foreign minister 4. Deputy prime minister all publically speaking in favour of him and not uttering a word for the hundreds of thousands murdered in 1971.

Afghan refugees in Pakistan whom no one in the "Muslim world" be it in Turkey, Saudi Arabia, Qatar, Sudan or Malaysia has expressed concern for with their mass expulsion from Pakistan.

The troll who is giving reference of MQM blog knows very well that it was Ayub Khan who stopped further immigration of Hindustani Mohajirs from india to pakistan thats why Mohajirs hate him to the extreme....

Now there are surely stranded Biharis in Bangladesh but the ones from there and india when some how reach Karachi through any means, are accommodated and settled by none other than MQM and Pakistani state has never shown any intention to take action against them.

This new decision by Pakistan to expel old Afghans from 1951, is going to reduce the population of Pashtuns in Pakistan. From DI Khan to Quetta you will find large number of Pashtuns who were once Kochis/powindas (nomads) but settled permanently after 1947. Nasars for example, Mualana fazlur rehman e.g Mullah Diesel is a Nasar powindah whose family settled in a marwat village of DI Khan. Lohani powindas of Tank and DI Khan permanently settled down in British times. Dotanis of waziristan are still nomads with possessions there. and so on

I find it shocking that he denied the existence of the 2-3 million Bengali community in Karachi.

This is a fact, everyone knows this.

I am not sure about his sincerity any more.

Anyway Smarty/Luffy the sad truth is I don't think most "Pashtuns" will care especially in the area where power resides the Peshawar valley or in Khyber Pakhtunkhwa itself.

People can blame Punjabis but just look at social media, how many Pashtuns will you find who like/follow defence.pk and how many will you find who like Pashtun nationalist pages.

There is no comparison, we are talking an absolute minimum of a ratio of 1:10.

For 1 Pashtun that likes a Pashtun nationalist page, 10 others will like a Pakistani nationalist page.

                  Pakistan's Pashtuns have chosen Pakistan.

I know there are bengalis in khi, but 2-3 million sound exaggerated, maybe few hundred thousand, perhaps people confuse bihari for bengalis.

Pakistan is effectively a Punjabistan. And who are Punjabis-the core of them are Central Punjabis, then you count Potoharis and Hindkowanans, then Siraiks, then Kashmiris, then are the bearded brethren across Wahga whom the PMs (Punjabi Muslims) have a very soft corner for and whom one day may be allowed and persuaded to re-integrate with the Punjabistan.

It will slowly dawn on the rest of Muhajirs, Pashtuns, Gilgit-Baltistanis, Baluchis, and Sindhis that their place is only on the national fringes.

                      Such state cannot survive.

And why should Afghans care? Integrate with Central Asia, ME, and West Asia where there is better economic future.

                        Toramana Lala,

You are older and wiser than me and obviously you are Pakhtoon.

In your opinion when will Pakistani Pashtuns realize that Pakistan is not the answer?

I might be wrong but in my opinion the big majority are pro-Pakistan and could even care little for peripheral Pashtuns in Waziristan, Balochistan etc.

What is your opinion on this and the future of Pakistan in general?

Even if they have chosen Pakistan, they should be aware of their rights. It is getting embarrassing, a boasting of having twice the numbers of pashtuns than Afghanistan but having very little impact and influence in proportion to their population. Even if Pakistani Pashtuns are pursuing different ideologies and political parties , at least they were supposed to stand together on issues which affects overall pashtun nation.....but in case of pashtuns, the political diversity is more of curse. The fault lies in nature of pashtuns, he is not so noisy about his problems and wont cry even if he is victim. In this situation it becomes the responsibility of Pashtun nationalistic parties like ANP to come forward and grow beyond Peshawer valley. They disappointed us with their corruption and haramkhori but at least they should be vocal about the pashtun issues on the basis of which they have founded their entire useless organization.

The Pashtuns in mainstream parties like PTI, PPP, JUI, JI and PML-N are dead weights on pashtun qaum if they are silent on issues like this and over loyalty agreement of NW. If they dont speak up and make noises, they will be taken for granted and digested by pakistani military establishment.

Nowadays i often indulge myself in studying history of Pashtuns or Afghans and i have to say for the most part in history they have acted as individual tribal units , living and fighting for their own interests, contributing even in down fall of their own kinsmen. History is just repeating itself in case of Pashtuns. Usually education improves the situation but With Pakistani education they are even losing their tribal virtues and good traits while absorbing the negatives of urbanization.

A lot of educated Pashtuns have realized this especially after the Punjabi chauvinist Muslim League Nawaz took over and the equally chauvinist if not fascist army did the operations in Pashtun areas.

Actually, modern national feelings have their own maturation and gestation period. First the tribal loyalties and the identities have to dilute into broader identity, and then people have to discover a sense of common destiny.

If England couldn't do it to Scotland there is no possibility Punjabis can do it to others.

In reality the Punjabis didn't get their state through their own mantle but rather through mercenary subservience to British imperialists who wanted a state in South Asia where they can implement their cold war strategy.

You should know that the mainstay of the allied army that attacked the Ottoman Khalafat at Galipoli front comprised of Punjabi Muslamans (PMs).

The irony is that Turks from a young age are brainwashed to love, adore and worship Pakistan, as their "eternal ally" and "friend", by supporting "Pakistan", they are actually supporting no one but the Punjabis as Pakistan is just nothing but a Punjabi-run state.

It is very ironic that Turks worship Punjabis, the people who killed them in Gallipoli.

The Punjabis (from Jhelum) were also the ones who attacked Turkish soldiers in Mecca on the orders of the British i.e. from the 14th Punjab regiment.

"Pakistan" is their reward for their treachery.

One thing I know for a fact since I know the nature of Punjabis, Pakistan will never (even if it survives) be a proper stable thriving country.
