Can afghan force be build up?

At Bone conference it was claimed that 0.2 to 0.3 million afghan forces would be trained.Neither its number was clearly stated nor its trianing project was expressed in fair and square words.It remained ambiguous that which countries would take part in its training and development and how this task would be accomplished.The matter is more obscure on the issue that in which parts of the afghan territory this training would be given,and how much representation would be given to differernt ethnic groups.At present afghan force is divided into six departments.If any of its deparments is left undeveloped or underdeveloped peace can not be ensured in afghanistan.It is also uncertain that whether afghan police would function under afghan defence and interior ministry or it would be trained by and will work under some peace keeping force company.Though foreign forces are operating in afghanistan still afghan forces lack confidence to take charge of their homeland.Afghan army has some resrvations which should be addressed by the foreign forces.Afghan army should be inculcated to become patriotic.They should be taught that they are the sole guardian of afghanistan and no one except them can restore peace and stabilty in afghanistan.They should be trained in a way to restore their peculiar afghan courege and bravery.If NATO forces fails to do so and to keep afghan army as a reseve troop, it can never ensure peace and stabilty in afghanistan.
