The attack happened on army school, many non pashtuns attend army public school and live in Peshawar cantt too.

There's also been attacks in Lahore and Karachi, there was a bomb blast on wagah border Lahore killing over 50 ppl mostly women and children and then there was attack on Karachi airport which led to anti Taliban operation zarbeazb

Sometime they attack in Punjab just to make fool of the world.
But 99% attacks happened in pashtunkhwa.
