when a country has colonial rule over another country they use
divide and rule politics

Rwanda was governed by the dutch
the dutch were able to govern Rwanda by using divide and rule policies
the Tutsi were the minorities and hutu were the majority
without the dutch being their the majority hutu would control all the resources like food and suppress the Tutsi by using numbers
so the dutch won over the Tutsi promising to back them with more advanced weapons and everything and together they took over Rwanda
after taking over the Tutsi saw allowing the dutch to have colonial rule over Rwanda as less painful then the hutu being in charge of Rwanda
they saw the dutch as the less of two evils from hutu
and dutch went a step further and became best friends with the Tutsi and treated them real well so the Tutsi never saw the dutch as bad guys but saw the dutch as their friends and good guys
same as the british did in countries like india were they picked martial races then recruited them as soldiers to fight under the british to conquer their enemy caste or religion or ethnic group for the british
cause the Tutsi saw the dutch as their friends they had no problem joining the dutch army and police and taking all the jobs required in ruling Rwanda and did all the soldiering policing and governing for the dutch and did the dirty work for the dutch by exploiting the hutu so the dutch could profit off of Rwanda
whole point of Europeans taking over other countries during the industrial revolution was to take their resources to make profits
had the dutch given all the soldier police and government and businesses to the hutu to run when they made majority of Rwanda they would of just kicked the dutch out with ease since they had the dutch military weapons and training and made up majority of Rwanda population
benefits of favoring the Tutsi over hutu was the hutu made majority of the population and would turn on the dutch rather then giving a cut of the profits to the dutch they'd be more motivated of kicking the dutch out
were as the Tutsi wouldn't want to risk overthrowing the dutch and risking the hutu to take over

only reason saddam was able to rule over Iraq was cause sunnis saw saddam as less of two evils when it came to saddam and shia muslims
so the sunnis were loyal to saddam and served as soldiers police officers and govt officals with loyalty
had shia's for some reason got up and left Iraq leaving only sunnis
the sunnis would of stopped being loyal and killed saddam
and cause after world war 2 countries were banned from having colonial and imperial rule over other nations so when giving arabs and Africans right to self rule and democracy the Europeans purposely set it up when making borders were in each nation you had minorities that were good with Europeans and majority that were not good with Europeans
so that afterwards the Europeans could back the minorities and set up a dictatorship without breaking the rules from the Geneva convention
like how America did with iran and the shah
before the industrial revolution when the Europeans tried invading African nations even with more advanced military weapons the Africans slaughtered the Europeans and chased all the invading European armies out
second time Europeans came back they were smart and purchased black slaves for their colonial mercenary armies and played divide and rule politics like what the dutch did in Rwanda and the Europeans were able to take over Africa

after disease was used to kill majority of the aboriginals the Europeans all of a sudden became majority of the population in north America and Australia and used guns and swords from their military to complete the conquest of Australia and north America and start moving allow Europeans to start immigrating to these lands
