in rural areas they had no power

Russians hadn´t created arbakay but US have created thousands. We have today nearly 50 000 militias far beyond the 30 000 that was planned. In rural regions Taliban fight against Arbakays. For example in northern Afghanistan your nation´s army, the Germans, don´t fight. They just show presence while all the battle is taken against the Taliban by Arbakays, personal networks and ANA commandos
