    The grievance of Pakhtuns

Sophocles, one of the three ancient Greek tragedians whose plays have survived the ravages of time, was convinced that “Of all the ills afflicting men the worst is the lack of judgement.”

The tragedy of contemporary Pakistan is that its leaders have seldom taken decisions based on a sound appraisal of facts. Nowhere is this more apparent than the misplaced notion that the Tehreek-e-Taliban Pakistan is exclusively supported by and represents the Pakhtun tribes of the Federally Administered Tribal Areas. This is just not true.

Tribal and non-tribal Pakhtuns alike resent being associated with the Taliban. They look upon the TTP as an agglomeration of murderous groups of thugs which include not only Pakhtuns but also Punjabis, Arabs, Uzbeks, Tajiks and an assortment of other extremists. Ordinary Pakhtuns reject the Wahabi/jihadist worldview of the Taliban which they say is completely at variance with their code of honour or Pakhtunwali.

Despite this, the formulation in the consensus resolution adopted by the All Parties Conference convened by Prime Minister Nawaz Sharif on September 9, 2013 read: “In the APC in September 2011, it was declared that ‘Give peace a chance’ would be the guiding principle henceforth and that dialogue must be initiated to negotiate peace with our own people in the Tribal Areas.” This was callous and insensitive because it is the tribal Pakhtuns who have been the primary victims of unimaginable atrocities perpetrated by the TTP and Al-Qaeda.

Forgotten were the sacrifices rendered by the tribesmen who laid down their lives when they took up arms against the TTP such as the Salarzai of Bajaur, the Ali Khel of Orakzai, the Tori and Bangash of Kurram, the Tapa Mohmand of Badaber, and the tribal leaders of Darra Adam Khel. All this did not make any difference to the leaders of the political parties who participated in the conference. The resolution reposed “full confidence” in the prime minister and authorised him to initiate talks “with all stakeholders forthwith.”

The talks eventually commenced on February 6 and in the joint statement issued on the conclusion of the inaugural session the government’s team of negotiators insisted that the deliberations would be “limited to the insurgency affected areas.” The connotations were sinister and implied that Islamabad was willing to cede control of some of the tribal agencies to the militants. This, after all, was what had happened in Swat in 2009 and, furthermore, the APC resolution had not only exonerated the TTP for the slaughter of an estimated 50,000 people but had also elevated the outlawed group to the status of a ‘stakeholder’ that was entitled to have a say in the future of the country.

Some of the most ruthless fighters among the Taliban on both sides of the Durand Line have been non-Pakhtuns. On August 8, 1998 Mazar-e-Sharif was recaptured by the Taliban. To reach the centre of the city, the Taliban sent in suicide squads. Jeep-loads of their fighters, each following the other after short intervals, were sent into Mazar-e-Sharif. The first four or five vehicles were destroyed by Northern Alliance rocket fire but each succeeded in advancing some distance toward the city centre. When this was finally reached, the Taliban ground forces entered the town and what followed was fierce fighting unparalleled in its savagery even by Afghan standards.

I was in Kandahar at the time for a meeting with Mullah Omar when the one-legged governor of the city, Mullah Hassan Rehmani, made the startling disclosure that “it was our Punjabi brothers from Pakistan, not the Afghan Pakhtuns, who fought the most fiercely in Mazar-e-Sharif. We tried to restrain them because excesses violate our code, Pakhtunwali.” He explained that ethnicity was never important for the Taliban. They were entirely a volunteer movement and anyone who shared their ideology was welcome to join regardless of his ethnic affiliations.

Nine years later, in December 2007, the TTP was established by Baitullah Mehsud. Like its Afghan counterpart it is also a multiethnic coalition of extremist outfits. Yet in one broad sweep the APC consensus resolution has stigmatised the Fata Pakhtuns by portraying the TTP as “our own people in the tribal areas.” But respected analysts such as Khalid Aziz believe that “the Pakhtun is prone to religious extremism and readily accepts membership into millenarian movements to resist reform of a centralising state...This is because he fears that his social conduct, ‘Pakhtunwali,’ will be endangered and he will lose his identity.”

It is said that the lives of the Pakhtuns, from the cradle to the grave, are tailored in accordance with the dictates of Pakhtunwali. But this norm of social conduct has never been codified. It has always been oral and has been transmitted verbally from generation to generation. The only written references to this code of honour are to be found in Pashto folk poetry known as tappa. Here again one runs into difficulties because a huge number of the important tappa have also been oral.

This is corroborated by scholars such as Farhat Taj who are convinced that “it was the non-Pushtuns, who reduced the code into writing in accordance with their own fanciful understanding of Pakhtunwali. These were the mighty of the age who confronted Pakhtun resistance to their power...They had a vested interest to write and interpret the Pakhtun code in line with their own objectives.”

Pakhtuns concede that there is nothing in their code that is permanent except the institution of the jirga which is always convened for taking decisions on matters of public importance. Such gatherings are inclusive and are invariably held in an easily accessible place to ensure maximum participation. In this sense, Pakhtun norms are democratic and relatively flexible. Yet there has hardly been any change or progress in the socio-cultural milieu as though the region is ensnared in a mysterious time wrap.

The reason is that the Taliban have killed hundreds of tribal leaders and imposed their absurd interpretation of Islam in the area. They have all but demolished Pakhtun culture. For instance whether or not women should be veiled, attend school or university, seek employment have always been issues that are decided exclusively by the Pakhtun family. But all this has been replaced by a Wahabi way of life.

Despite the continuing terrorist attacks by the TTP, the political leadership of the country has still not abandoned the futile talks with the outlawed group. The reason is not hard to find. The Pakistan Tehreek-e-Insaf chief, Imran Khan, said it all when, during a pre-election rally, in Rahimyar Khan in April 2013 he appealed to the Taliban to put their violent agenda on ice till he came into power. He pledged that within 13 days he would ensure that their demands were met and there would be no further need for them to perpetrate terrorist acts.

In his final days Mirza Ali Khan (1897-1960), better known as the Fakir of Ipi, was asked whether the relentless guerrilla war he had waged against the British through the 1930s till their departure in 1947 was for religion or for freedom. He gazed pensively into the distance for a short while and then answered that his entire struggle was for the liberation of the tribal Pakhtuns. This is what the government must keep in mind as it presses ahead with the peace negotiations with the TTP.

This article wins moslems to enmity and disagreements. A primary purpose of Tehreek-e-Taliban Pakistan is establishment of islamic government in Pakistan. Tehreek-e-Taliban Pakistan aspires to the triumph of Islam in Pakistan, to the justice. A main enemy of the Pakistani people is a present government of Islamabad, but not Tehreek-e-Taliban Pakistan.

Many people unfairly accuse Tehreek-e-Taliban Pakistan of all troubles of Pakistan. It is not Tehreek-e-Taliban Pakistan kills moslems in Zone of tribes on North-west of country. It does governmental army. In the last few years a government converted Pakistan into large prison for moslems. Why? Tehreek-e-Taliban Pakistan simply wants islamic theocracy. Pakistan needs islamic theocracy, but not western democracy.

Ideology of wahhabis never was widespread in Zone of tribes. This Pakistani government is friends with by Saudi Arabia and for her money imports this ideology to Pakistan. Tehreek-e-Taliban Pakistan does not have official contacts with the Saudi wahhabis and does not import their ideology on the territory controlled by them.

This is a painful truth, best not spoken loudly here. It will give heartburn to those who insist the taliban are purely indigenous and did not take help from pakis.

We all know the future of the taliban movement depends on how cheap they can sell their honor to the punjabis.

            .
Pakistan,s punishing of Pashtuns will continue until the west pay dollars.
This war will continue. The ,,isi,,and Pakistani establishment will keep this war in Pashtun dominated areas until they free Kashmir and get control over Afghanistan.
They may force all swatians from swat to make it army base and build nice houses for Punjabi begemaths of army.
They will also move the Pashtuns of Peshawar valley to build kalabag dam. That will be the end of Pashtun nationalism if Peshawar valley Pashtuns were forced to move.
This will happen at one stage.
            Pashtun is a dead nation.

This is true. Pashtuns on both sides of the border recognize the value of Pakistan and want to be assimilated in that society.

In Taliban dominated Paktika, children are learning Urdu rather than Pashto.

Questioned about the number of provinces in Pakistan, he smiles and answers confidently, “Four states – Sind, Punjab, Khyber Pakhtunkhwa and Baluchistan.” Asked when Pakistan became independent, he immediately replies that it was on August 14, 1948.

But similar questions about his own country, Afghanistan, leave him baffled. He does not know when it celebrates its independence day, and thinks it has 21 provinces instead of 34.

Emran Khan is in the eighth grade of school in the village of Nurabad, which is in Paktika province, part of Afghanistan, not Pakistan. As for the first king of Afghanistan, Ahmed Shah Durrani, he can only say, “I don’t know.”

Emran Khan attends the Sayed Mohammad Maulavi school, one of many unregistered institutions which have sprung up in this part of Afghanistan, and which use the Pakistani curriculum. As a result, he learns through the medium of Urdu, not Pashtu – his mother tongue and the main language of southern Afghanistan.

Your not making any sense here. Virtually every ethnicity in Afghanistan hates pakistan and its policies whether they are Pashtun tajik or uzbek. They don't see anything valuable from it all.

I don't see how your article is authentic at all. For starters, the writer can even spell Taliban correctly and spells it like "Taleban." Second, even if it is true, then Pakistan is using its brainwashing tactic through the taliban.

I am of the opinion that majority of the terrorists are Pashtuns . To reform themselves ,Pashtuns must recognize this fact and no need to clarify that there are other people who are also terrorists like in the above article.

                      I wrote the following elsewhere

Why all the terrorists in Pakistan and Afghanistan are mostly Pashtuns? This is a question which makes me uneasy and I wish we can separate the terrorism and Pashtunwali. Terrorism has been concentrated in Pashtun areas of Pakistan and Afghanistan, besides the Terrorism in Iraq, Spain, Srilanka, Colombia and few other places in the world. Pashtun areas present the worst scene. In Afghanistan 100 % suicide bombers and fighters against the Afghan and other forces are Pashtuns. In Pakistan they are almost 80%. Majority are young Pashtun boys and girls.

Why this is so? It’s mostly because of the lethal combination of Pashtunwali and Wahabi Deobandi extremist Islam. Two fires have been merged into a gigantic flame. Pashtuns being sincere, simple, independent minded people and Wahabi teachings of promulgation of Sharia without state make a very dangerous mixture and threat to Afghanistan, Pakistan and the world at large.

I know that Terrorism is a multidimensional phenomenon. The lethal combination of Pashtunwali and extremist Islam is the major cause of terrorism -not the only cause - army , intelligence agencies , new world order, new great game, poverty, ignorance , illiteracy, misunderstanding of religious teachings , ethnicity, separatism, nationalism, sense of deprivation, aggravation, oppression ,economic or cultural disadvantage, non democracy, wrong globalization ,inferiority complex, etc can be other the causes and reasons.

For me in our context Pashtunwali and extremist Islam are the main reason of terrorism, suicide bombings and all other such evils. Why this is so. The simple answer is because it’s happening there, in Pashtun areas physically practically no where else. I personally know that these are Pashtuns who explode themselves, very few from other ethnicities in Pakistan and Afghanistan, in Iraq yes they are Arabs, in Srilanka Tamils.

If some one says that this is because of others that Pashtuns became terrorists or terrorism is present in Pashtunland. But you might have heard the story that one judge arrested the man who was robbed instead of arresting the thief, because the man provided the opportunity of theft to the thief. This is we Pashtuns who let others to play with us, we are susceptible, the fault lies with us that Arabs and Americans and Punjabis and others play with us. Why we let them to do so .Why they don’t do it with others why with us only. We have to dismantle the lethal combination of extremist Islam and Pashtunwali; otherwise Pashtuns will suffer further and will be more victimized.

Pashtuns as a whole are not extremists .I use the word extremist for Islamists not for Pashtuns and for me the mixture of Pashtunwali and extremist Islam is lethal not Pashtunwali separately or Islam as a religion separately. When Islam in the shape of extremism, fundamentalism, obscurantism , Puritanism , fanaticism, immoderation, zealotry, activism, intemperance, radicalism without moderation is merged with the innocence, sincerity , hospitality, honesty , genuineness, earnestness, naturalness, unexpectedness, authenticity and candor of Pashtuns , then it becomes dangerous.

Here one may note that for me Pashtunwali is positive, extremist Islam is negative. Pashtunwali is a fertile soil for the weeds of extremist Islam where it flourishes with vigor. The more Pashtuns are less religious extremists, lesser will be the chances of terrorism. I always suggest that the best way to combat terrorism in Pashtun areas is to make the Pashtuns aware of their Pashtunwali and to create distance between Pashtuns and extremist Islam or any ideology because Pashtuns are simple. sometimes simpleton or even stupid and are easily deceived and cheated by others

I have first hand experience of the observing extremist Islam in Pashtuns and have enough knowledge of ground reality. The solution is to make Pashtuns more practicing Pashtuns and limit the religion only to metaphysical beliefs, worship and a kind of morality not interfering in social, political and other aspects of life.

I am not against Islam. I am against extremism, obscurantism, fanaticism and religious bigotry. My concern is about the combination of the Extremist Islam in the shape of Taliban, Salafism and Al Qaida and Pashtunwali. The religious extremism in Pashtuns can be minimized by making Pashtunwali and Pashtun nationalism and Pashtun culture and fine arts more dominant in Pashtun society.

Pashtuns were not religious extremists before the invasion of the erstwhile USSR IN 1979. When the religion was brought to defeat communism and atheism, there Pashtunwali and extremist Islam were mixed and this lethal combination till today is a nightmare for Pashtuns. Pashtuns were very secular before that period. Mulla had his role limited to mosque and religious ceremonies and he was not at all interfering in social, political and economic life of Pashtuns. Pashtuns were at peace with each other and with others. Once the bigotry of Deobandi extremists and terrorism of Salafis and Wahabis were brought to Pashtunland, the fire made became a gigantic flame which is till today burning Pashtuns, Muslims and the whole world.

I shall conclude my essay with the suggestion that Pashtunwali should become the norm and value of Pashtuns culture and society. Islam should remain only a religion for spiritual and religious or moral purposes only. Otherwise the emotions of Pashtunwali and religious extremism of political Islam will become a doomsday for Pashtuns, Muslims and the world.

You are not right. Terrorists it is America and her allies that wage war against the moslems of Afghanistan and Pakistan. Who is intimidated by Taliban? Who does attack? Not Afghanistan attacked the USA in 2001, it the USA attacked Afghanistan. Not Pakistanis of Zone of tribes bomb America, it the American pilotless aircrafts bomb Pakistan. So who terrorists and extremists?
