Religion and Politics by their nature are impossible to separate because religion has powerful influence on People and for Politicians to be able to relate to The people's interests they'll need to submit politics to religion ultimately the People will revolt against them just like they did in Afghanistan.

This is why Ikhwanis are best qualified to run states and mosques; because Unlike Secularists ..they understand their population and unlike Taliban; they have an understanding of the modern world. Ikhwan is the perfect balance.

So basically, religious scholarship is not the criterion for ruling but Western PHD's are.

Is religious scholarship required to be a leader of a Dawlah?

Actually a better question to ask would be ...Is Mullah Omar a religious scholar?

No. He is not a scholar. This is why many scholars have issues with Taliban appointing him as the Amir. There are people who are far more knowledgeable than him who could do the job.

The proponents of Mullah Omar say that since he has a shura of scholars who are advising him he doesnt need to be a scholar.

The Taliban system came to existence out of necessity. It is not an ideal state. Cabinet members of Mullah Omar have said so.

@ Afgh- Musafir "Afghan Millat" is the Afghan Brotherhood. LOL

The Muslim Brotherhood use no one; the people demonstrate BECAUSE THEY WANT the Muslim Brotherhood; they're killed because the people in power want to oppress the people.

Muslim Brotherhood is Based on Naziism and Fasciism? Ok now you're just being ridiculous; either you don't know what Fascism or Nazisim mean or you're using a Slander to validate your claims. The only thing the CIA would love is people who make nonsensical claims like saying the Ikhwan are inspired by Nazis and Fascists sort of like what you just did because that tries to create a false image for their enemies.

Being a scholar is not required for an Amir; not in any Fiqh book will you find it. What an Amir must do is have advisements by religious scholars in matters of Shari'ah and he decides if they should be implemented or not.

Not all protestors are ikhwanis. Some are even against Mursi. They protest against military dictatorship.

That's not what I asked; you can have knowledge of the Masa'il of Deen and maqasa'id of Deen w/o being a scholar.

I asked specifically is being a Scholar required to be an Amir and if so please show me one book on the Qawa'id Al-Dawlah which advocates such.

Have you ever read Ahkam Al-Sultaniyyah?

No, rather the Nasserites and their equivalents the militant secularists like Najib and Al Sissi are truly the blight of this world.

Sometimes, now and then brave souls step forward and save these places from these extremist menaces.

The men who executed Najib should be found and given lands, houses, and honor with some extra as well for taking care of his brother in the process.

Qaddafi was sort of the same and was in the same mold. Both of these goons were worshipping the Politburo for a period of time but then they met their just end.

At the end of the day the key will be to

                        1. Identify militant secularists
                        2. Marginalize them
                        3. Localize them
                        4. Neutralize them (i.e. penalize them at some point).

Capital punishment should mainly be reserved for their leaders like Najib.

All four of the khulafa rashidoon were scholars. Enough said.

I will have to look into this matter before discussing this any further.

Actually technically they weren't scholars themselves, they're the source for the scholars since they were the early generation of Islam; they didn't have to do any scholastic study since they experienced things directly.
