This boasting style does NOT sound like Mullah Omar.

What is Afghan Voice Ag[a?]ncy ?
      A Kabul government front ?

Surely it's only for propaganda to strike fear in the
hearts [if they have ANY heart EVER at all]
of the occupation authorities, so to induce them
      to stick around.
The ploy won't work because they are probably on
a schedule and nothing will deter them from leaving
according to that time mapped out. Everything is
conducted with machine-like precision and no one will care
WHO takes over Afghanistan, they will be in such relief to
get back to McDonalds, etc !

I don't want to comment on the authentication of Mullah Omar's statement, however, this 'claim' does have some weight. There are the entire districts which are literally in Taliban control. The Taliban have established their own governance and also provide a justice system to the people in parallel to the Afghan RoL; have their own commissions of judges which resolves the cases of the people who totally mistrust the Afghan government's formal system. A) because it's corrupt to the core, B) it's slow and doesn't guarantee justice. On other hand the Taliban justice system is more swift, transparent and justice-guaranteed.
Most of the villages in the south and east are militarily controlled and secured by notorious Afghan Local Police (Arbakian) who are out-competed by strong, well-equipped and determined Taliban fighters. It will only be a matter of hours for Taliban to either run over the ALP posts or force them to switch sides. Switching sides will be an easy option for them since most of these Arbakian are the former Taliban fighters who have reintegrated (or defeated) into the government after military operations by ANSF and ISAF in their areas.

Once the remote districts fall into the Taliban control, the provincial capitals will not be in a position to resist against the Taliban marching towards the cities.

*The only thing that could change this worst-case scenario will be the air support from the ISAF to the ANSF, that too, if the Afghan National Army will be able to replace the Afghan National and Local Police at certain vulnerable strategic positions when things start to turn ugly in the beginning. However, with the current manpower of the ANA, it doesn't seem to be possible at all.

All we can do after 2014 is praying, praying and even some more praying.
