I think the guy is from Afghanistan most likely from Nangarhar or Kunar. He seems to be associated with Hizb-i-Islami of Gulbudin the way he mentions Gulbuddin before Mullah Umar while praising Afghan heroes. People from Pukhtunkhwa don't say Rossan or Yahudan ; they say Rossyan and Yahudyan. But anyhow, the poem contains General Hamid Gul brand political contents. And he can't see the same thing happening in Peshawar or Lahore or elsewhere.
