  • Pakistan reaches out to old Afghan enemies in move that could aid Taliban peace deal

SLAMABAD - Pakistan has increased efforts to reach out to some of its biggest enemies in Afghanistan, a significant policy shift that could prove crucial to U.S.-backed efforts to strike a peace deal in the neighbouring country.

The target of the diplomatic push has mainly been non-Pashtun political leaders who have been at odds with Pakistan for years because of the country's historical support for the Afghan Taliban, a Pashtun movement.

Many of the leaders fought against the Taliban when the fundamentalist Islamic group seized control of Afghanistan in the 1990s with Pakistan's help, and have accused Islamabad of maintaining support for the insurgents following the U.S.-led invasion in 2001 — allegations denied by the government.

Many experts agree that Pakistan continues to see the Taliban as an ally, albeit a shaky one, in countering the influence of archenemy India in Afghanistan. But they also say Islamabad no longer believes the insurgents can take over the country or wants them to, a common misperception in the West.

"A Taliban victory on the other side of the border would give a huge boost to domestic militants fighting the Pakistani state," said Zahid Hussain, a journalist who has written extensively about Islamabad's war against the Pakistani Taliban.

Pakistan is also worried that unrest in Afghanistan following the withdrawal of most foreign troops in 2014 could provide the Pakistani Taliban with greater space to establish sanctuaries across the border.

The Afghan and Pakistani Taliban are allies but have focused on different enemies. The Afghan Taliban have battled local and foreign forces in Afghanistan, while the Pakistani Taliban have mainly waged war against Islamabad.

Pakistan's concerns have led it to conclude that a peace agreement that includes all Afghan groups is in its best interests, and contact with its traditional foes among the non-Pashtuns is necessary to achieve that goal, said Moeed Yusuf, South Asia adviser for the United States Institute of Peace.

"I think the fundamental point here is that there is a serious realization among some people who matter in Pakistan that they can't continue to put all their eggs in the Taliban basket because it is too shaky," said Yusuf. "This is a major shift, and a shift that I think everybody should welcome."

The outreach comes as Pakistan, Afghanistan and the U.S. have stepped up efforts to breathe new life into the Taliban peace process, which has been hamstrung by distrust among all the parties involved.

The U.S. and Pakistan recently set up working groups to identify which Taliban leaders would be open to reconciliation and to ensure those holed up on Pakistani territory would be able to travel to the site of talks. Pakistan and Afghanistan have been in discussions to revive a joint commission set up to discuss the peace process.

Pakistan is seen as key to a peace deal because of its ties with the Taliban, and there is hope that Islamabad's increased engagement with non-Pashtuns in Afghanistan will facilitate the process.

"I think one of Pakistan's realizations is that if you want to play a bigger role to reconcile all these groups, you need to reach out to every group," said Rahimullah Yousufzai, a Pakistani journalist and expert on the Taliban. "They will be pushing the Taliban to share power with all these people, but it won't be easy because the Taliban aren't known to share power and the U.S. doesn't want to give them a major share."

Islamabad's historical support for the Taliban and other Pashtuns in Afghanistan, who make up about 40 per cent of the population of 30 million, is partly rooted in the sizable number of Pashtuns who live in Pakistan. The ethnic group has always been seen as the best bet for furthering Pakistan's interests in the country.

Pakistan first advertised its overtures to non-Pashtuns in Afghanistan in February when Foreign Minister Hina Rabbani Khar met with a range of ethnic Tajik, Uzbek and Hazara leaders during a visit to Kabul. Prime Minister Raja Pervaiz Ashraf followed suit in July when he travelled to Afghanistan and invited the group to the opening of the new Pakistani Embassy in Kabul.

There have also been less publicized contacts by Pakistan's ambassador to Kabul, Mohammad Sadiq, and the country's army and intelligence service, according to Pakistani and Afghan officials.

Khar said the policy shift had been in the works for a while but was like a steering a large ship in a new direction.

"You're not able to do it immediately," said the foreign minister.

Pakistan's powerful army is the true arbiter of the country's Afghan policy, but experts expressed doubt that the Foreign Ministry would have pushed ahead without the support of the generals, who have historically had the closest relationship to the Taliban.

One key Afghan leader who has met with the Pakistanis, Abdullah Abdullah, said he appreciated the country's recent attempt to reach out because it was done publicly. The influential politician, who was runner-up to Afghan President Hamid Karzai in the 2009 election, said Pakistani intelligence officials contacted him in previous years, but he refused to speak with them because he did not believe communication should be carried out in secret.

"I see a lot of good in reaching out, in engagement, in dialogue," said Abdullah, who is half Pashtun but draws much of his support from the Tajik community.

The outreach has rattled the Taliban, who have warned Pakistani officials that they can't trust the non-Pashtuns, Yousufzai said.

Pakistan will have to overcome significant distrust among the non-Pashtuns. The government has old ties to some of the leaders, who worked with Pakistan in the 1980s to push the Soviets out of Afghanistan, but Islamabad's subsequent support for the Taliban created a huge amount of bad blood.

Despite that, the Pakistanis are hopeful.

"The Pakistani side's view of Afghan negotiations is that you kill on one day and kiss on the next, so while this will be very tough, they think that it's not entirely out of the realm of possibility that they may actually get somewhere," said Yusuf, the South Asia analyst.

There are people today who think that admitting God’s absolute greatness decreases the value and importance of humans in the creation, as if God and mankind are rivals competing in greatness and power. Meanwhile I feel that whenever our perception of God’s greatness increases, with it we become greater, because we are the creation of a great God.

biggest lie ever , pakistan supported and still supports numerous anti pashtun and anti afghan movements , who have same interessts like them .

they encouraged and supported massoud , rabbani , hekmatyar , ismael khan and others , long before the russians invaded and to a fair degree even still in the 90s ...

both of them have common interesst a pashtun majority who is pakistan friendly , and not willing to seek for their own interessts ...

on because they fear their status as minorieties the others because they fear to loose international aid and support which will lead to dissmanteling their british created state.

The main reason for Pashtuns of khyber pukhtunkhwa not rising voice united Pashtuns is because Afghanistan which is the motherland of Pashtuns is not stable.
For getting them united, the stability of Afghanistan is must and Afghanistan should rise as a strong country politically and economically otherwise there is no chance of Pashtuns of khyber pukhtunkhwa to think about any such idea.

So you basically say that your brother is your brother only when he is rich? Otherwise he is on his own?

        Nice Paki attitude.

What happened to the idea of changing things rather than wait for them to change aka be changed by others?

90% of Pashtuns are a joke, seriously.

the problem is to reach this state of stability we have to end the interaction of local forces like the iranians but even more the pakis , as to shift the interessts of global powers so they are in tune with our interessts .

but without break up of paki grip on our people , our watan will not reach this state !!!

so its more the snake eating his own end ....

its not about people uniting and rising their flags , but people standing up for their own rights and dignity , their own interessts and the future of their children !!!

till 2006 no kp and nwfp or agency inhibtant could vote till 2010 none of this people could be elected in any political office .

and till today people and villages dissapear getting bombed out , and you tell me its

about food in your mouth ?

how much more humiliation should the people tolerate ?

so is sullum of a negro from punjab more okay than a negro from america ?

because the first claims to be a muslim , even he is just a dirty ismaeli sect follower

afghanistan was stable for 30 years after paki independence and this was the high time of pashtun nationalism in afghanistan, the response by paki pashtuns unfortunately was luke warm.

as for stability being an issue, pakistan and pakistani pashtuns have been using afghanistans instability as an excuse to be detrimentally involved in the country for decades. all sides use afghanistan for political means but never want to share in afghanistans human toll. the nationalists rallied towards the commies and the religious rallied towards the talibs, but they only did it knowing there was a border separating their investment from them.

Dear if economy was not the reason you would not have been sitting in Germany this time posting from a well furnished house but posting from some net cafe in Kabul. People are becoming more materialistic, they will flow where they see good business, wealth and opportunities that is the reason more than half of the Afghan refugees have stayed in Pakistan and don't want to go back.
and you confirm it when you say 90% of pashtuns are a joke.

Well it is the same when we Pakistanis always cry about America and India and don't eliminate their slaves and agents working for them. if you consider Pakistan and Iran as your enemies then why to shout about them, enemy is enemy, his job is to destroy you.
Let make yourself strong first so that no enemy could interfere in your internal matters.

                    My dear Pashtana-harassing stalking-talking Paki-friend,

                    1. I am in Germany because I fled a Russian occupation and couldn´t return back because of a civil war;
you on the other hand, as a proud Paki, are an economic migrant which is fine for someone with your mindest but don´t act as this state is something normal.
There is a reason why Afghans are refugees and that reason is 30 years of war. And there is a reasons why Pakis like you are migrating....and thats not war, unless you count the 2-week-long wars against India that were all lost as wars.

                    2. The reason why "refugees" stay in Pakistan is because Afghanistan is still economically and politically unsafe; we know the reasons why.
And talking of refugees on their own soil is ridiculous, too.
No Afghan can be a refugee on Afghan land and it is Afghan land from the Durand Line to Attock.

                    3. As far as the users here are concerned and who know you and know what you do on a daily basis, you better back off from portraying yourself as something that you are not. Your La(w)hori mindset is crystal clear. Pashtuns are none of your concern.

Why don't Pakistan use Iran or India for their political or strategic adventures because they are strong enough internally that Pakistan can't dare touching their border. Why Afghanistan is being used by its nieghbours because of its weakness and it is not only Pakistan is doing this. Even if Nepal or Sri Lanka was sharing its border with Afghanistan they would do the same because the super power have been making it a platform for their wars. Even America, France, England have come here from thousands of miles with heavy weaponry though they are not sharing their borders with Afghanistan.

Regarding the Pakistani pashtuns, Randolph you better know the common people don't know and even don't want to know about these things, and their leaders are getting dollars from here and there, they are making business in Dubai, malaysia and other countries, they are making their children's future bright.
Even if you look at the Afghan pashtun you can't show me a single pure nationalist leader or any such movement at the moment. There also the elite is making their tummy and the commons are busy in solving their problems.
