    Maulana Fazlur Rehman Khalil

Maulana (a religious Muslim title that can be translated as – Our Teacher) Fazlur Rehman Khalil was a student of the radical Binori Madrassah in Karachi, which served as one of the recruiting sources to the Taliban. In 1993 Maulana Fazlur Rehman Khalil played a key role in coordinating between the Taliban and Pakistani regime run by Benazir Bhutto. He established close relations with the Taliban leaderMullah Omar ever since.

Maulana Fazlur Rehman Khalil is one of the cofounder of the Islamic militant group Harakat-ul-Ansar in the early 90’s in India, later became known as the Harkat-ul-Mujahideen, withMaulana Masood Azhar as the organization secretary. He was the organization’s commander up to 2000.

Maulana Fazlur Rehman Khalil became one of five signatories, alongside Rifaai Taha, Ayman Al Zawahiri and Sheikh Mir Hamza, secretary of the Jamiat-ul-Ulema-e-Pakistan, on Osama Bin Laden’s Fatwa, from 02/23/1998, titled “The World Islamic Front for Jihad against the Jews and Crusaders” and is the declaration of war by Al Qaeda against the Western Democracies led by USA.

Maulana Fazlur Rehman Khalil was arrested in 05/2004 by the Pakistani government due to his role in transporting Pakistani militants into Afghanistan. He was released six months later under the pretense of a lack of evidence.

On 05/27/2005 an American citizen, residing in California, Hamid Hayat was arrested for participation in his training camp, for about 6 months in the years 2003-4,in Rawalpindi, Pakistan’s official capital, not far from the Army headquarters. This revived interest in capturing Maulana Fazlur Rehman Khalil and Pakistani security services (ISI), were supposed to arrest him. Consequently, Maulana Fazlur Rehman Khalil went supposedly into hiding.

In 03/29/2006 Maulana Fazlur Rehman Khalil and his driver where abducted on gun point in Islamabad. They were tortured and then dumped in one of the road junctions in Islamabad. Maulana Fazlur Rehman Khalil sustained severe injuries on his head, chest and face and he was treated in a local hospital.

After receiving first aid he was shifted to a private room. Despite being, seemingly, wanted by the Pakistani authority and ISI -Maulana Fazlur Rehman Khalil was not arrested.
Today (09/2007) Maulana Fazlur Rehman Khalil is a free citizen in Pakistan.

August 1996: CIA Aware ISI Is Funding Radical Militant Group with Bin Laden and Taliban Links; No Action Taken

A secret CIA report indicates the Pakistani ISI is giving “at least $30,000 - and possibly as much as $60,000 - per month” to the Harkat ul-Ansar, a Pakistani radical militant group that will be renamed Harkat ul-Mujahedeen (HUM) one year later. By this time, US intelligence is aware this group kidnapped and killed Americans and other Westerners in 1995 (see July 4, 1995). The CIA reports that Pakistan says it is reducing some of its monetary support to the group, presumably in an effort to avoid being placed on the US list of state sponsors of terrorism. But apparently this is just posturing, because in 2001 the State Department will report that the ISI is continuing to fund HUM (see April 30, 2001). The CIA also notes that HUM “might undertake terrorist actions against civilian airliners.” Saeed Sheikh, an alleged 9/11 paymaster, is a leader of the group (see April 1993), and in 1999 an airplane hijacking will free him and another HUM leader from prison (see December 24-31, 1999). [Central Intelligence Agency, 8/1996 ] Several months later, another secret US report will note the growing ties between HUM, Osama bin Laden, and the Taliban. But the US will not take any serious action against HUM or Pakistan. [US Embassy (Islamabad), 2/6/1997 ] HUM deputy chief Maulana Fazlur Rehman Khalil will be one of the cosigners to bin Laden’s 1998 fatwa declaring it a Muslim duty to kill Americans and Jews (see February 22, 1998).
