yes they are responsible for the occupation so that would include the security for the people they occupy. do you even know what occupation means.

The issue of others mislabeling others as Taliban, is a red herring, because we're discussing those who SELF IDENTIFY as Taliban, who MAKE Baya'ah to Mullah Umar, right now IN Afghanistan NONE of those groups are making any serious/major "in fighting", NONE have refuted Mullah Umar's leadership, and Mullah Umar has made it clear that treason (to the movement, not to Afghanistan) is penalizable and this is administered. He is in control and the idea of rogue Taliban is misrepresented, the alleged "Rogue" taliban are doing so on his accord. Otherwise we'd be hearing more about Taliban reprimands and not allegations of "rogue" Taliban and mere "denials"
making baya'ya to a person or movement means following that person or movements rules. Omar has ordered his people to not attack civilians, not attack afghan contractors who are building roads and other infrastructure for the people, not attack schools or students. The problem is that neither the government/NATO or the Taliban can control the criminality in the present situation.
During the 90's, Hekmatyar and I think Masood also were ordering their respective people not to loot Kabul, but did they listen, no. They had no control.
Even Wazir Akbar Khan did not want to massacre all the thousands of British troops on their way to Jalalabad because he was afraid of the reprecussions by the British Empire. He could not control the tribals. Afghans do what they want, they dont listen to anyone. As Sheurer says "you can pay an afghan, but he will do what he wants anyways"

Occupation has several meanings, in NATO's context it is illegally invading and taking possession of a country/land They are thus not responsible for any security in the land since it wasn't theirs to take possession of in the first place.

See the problem is that he makes certain caveats where the concept of a "civilian" becomes narrowed down. It is not merely a noncombtant, but a Non-combatant who makes no correspondence or connection or participation with the government for whatever reason, whether valid or invalid. This effectively nullifies the "civilianhood" of most Afghans according to the Taliban rulebook

                            read it, it's online.

They're still responsible for their crimes of those under their order, thus so is Mullah Umar, if he's worried about splintering and what reprimanding his forces would ended up doing; that proves he's after power, not justice. Thus the same result is accrued.

                            Mullah Umar is corrupt.

Actually in NATOs context and view, they liberated Afghansitan. liberation would be to bring security and freedom to the people. So they are responsible for secutiy.

but we dont know who is under his direct orders. You seem to not understand Afghansitan. Each commander is independent, they do what they want and many commanders fight each other all the time. This is not new, this happened during the Soviet war as well. Also this happens in FATA. Every area has their own local emir.
This also exist from the afghangovernment/NATO side as well. Do you beleive that this group that killed civilians were directly ordered by Karzai or NATO command. It is highly unlikely.
Conversing the truth, lies and intelligence pertaining to the assessment of the Pashtun population across the Durrand line.
