Pakistan's policy has always been fairly straightforward. It goes something like this:
**** the people, just keep the land.
This was practised in Bangladesh. It has been put into practise in Balochistan since 1947. And it is also active in Fata. The mindset of the Pakistani in this regard is that the jahil 'Balochi' and 'Pathan' don't know what's good for them. They are tribal, uneducated and uncivilised. But we Pakistanis know what's good for them.
There are also essences of "if they're Muslim, they should be with us cuz all Muslims are brothers mashallah" in it. The Baloch say that if they're Muslim, they're Muslims for their sakes and not so that they are forced into marriage with Punjab.
