Taliban violence; is because the Taliban are corrupt. The only difference is that when the Taliban were "in charge" they didn't have to suicide bomb, because they were in power. Suicide bombing is a "cheap tactic" when you have no power.

remember the society was still in the process of balancing itself out from the inbalance that was caused by the soviet invasion. All the american invasion did was set back the clock and interfered with the healing process.
