  • Taliban seek constitutional role for Mullah Omar

Negotiators for insurgent group say head of former Islamic Emirate should be guardian of future Afghan state

Taliban negotiators involved in ongoing talks in Doha are seeking dramatic constitutional changes which would make Mullah Muhammad Omar Afghanistan's supreme religious and political leader, western and Indian diplomatic sources have told The Hindu.

“In essence,” a European diplomat familiar with the talks told The Hindu, “the Taliban want that Mullah Omar become a kind of guardian-figure for the Afghan state, not dissimilar to Iran's maghame rahbari, or supreme leader.”

Mullah Omar took the title of amir al-mu'mimin, or “commander of the faithful,” in April 1996, donning a cloak purported to belong to the Prophet Muhammad. Local legend has it that whoever retrieved the cloak, locked inside a series of locked chests in a Kandahar mosque, would become a great leader.

He remains on a list of fugitives sought by the United States for their role in the 9/11 attacks, and is alleged to be hiding out in Karachi under the protection of Pakistan's Inter-Services Intelligence Directorate.

    Political negotiations

Few details have become available on the political content of the Doha talks, but both Marc Grossman, the United States' special representative for Afghanistan and Pakistan and his special advisor, scholar Barnett Rubin, have been visiting the region regularly. Dr. Nasiruddin Haqqani, the elder brother of jihadist warlord Sirajuddin Haqqani, also travelled to the United Arab Emirates recently to meet with top Taliban negotiator Tayyeb Agha, to be briefed on the discussions.

Pakistan's Army chief, Ashfaq Parvez Kayani, has also submitted several proposals to the White House for future power-sharing in Afghanistan. The plans, the informed sources said, advocate a federal arrangement which would devolve political power on armed groups based on their regional presence — an arrangement which would give the Taliban control of nine southern provinces.

The Taliban has, however, said substantive political discussions and progress on putting a ceasefire into place can only begin after confidence-building measures are implemented — central among them, the release of prisoners held in Guantanamo bay. The list of prisoners they have sought includes Mullah Muhammad Fazl, a top Taliban military commander who, the United Nations alleges, was involved in war crimes, including the massacre of Shi'a prisoners.

Last month, the U.S. administration briefed key senators on their plans to release the prisoners — but there has been no forward movement since then. Mr. Grossmansaid in January that the release was not imminent.
In the interim, the Taliban has made clear it will not accept a power-sharing arrangement based on Afghanistan's existing constitution. In a statement released in January, the Taliban insisted its acceptance of the talks in Doha was not “a surrender from jihad and neither is it connected to an acceptance of the Constitution of the stooge Kabul administration.” Instead, it said, “the Islamic Emirate is utilising its political wing alongside its military presence and jihad in order to realise the national and Islamic aspirations of the nation.”

    Red lines

The Taliban's political demands run against the grain of United States policy. In October, 2011, testimony to the House Foreign Relations committee, secretary of state Hillary Clinton said the Taliban would have to “renounce violence, abandon al-Qaida, and abide by the laws and constitution of Afghanistan, including its protections for women and minorities.” “If insurgents cannot or will not meet those red lines,” Ms. Clinton said, “they will face continued and unrelenting assault”.

However, with a cash-strapped administration pushing forward its plans to scale down troops in Afghanistan, there is growing fear in India that those red lines might be breached — handing the Taliban a state which could harbour Islamist groups hostile to India. “For us”, a senior Indian official said, “this is a real concern, and what we're hearing isn't reassuring”.
These concerns, a senior administration official in Washington, DC, told The Hindu, were misplaced. “The United States is not going to cut and run, period,” he said. It remains unclear, though, how large the long-term presence the United States presence will eventually be.

Events on the ground could add to the pressure on the Doha dialogue. The sources said there had also been discussions, but little progress, on working out a ceasefire — a key precondition for a sustainable peace process. Taliban units have begun a steady series of insurgent attacks on military targets, as well as terrorist strikes, ahead of the traditional period of most-intense fighting in the summer.

Figures released by the United Nations earlier this year show more than 2,000 Afghan civilians were killed by insurgent and terrorist in 2011 — the fifth successive year-on-year increase. The escalation in civilian killings came despite a code of conduct released by the Taliban in 2010, promising measures to protect “common people.”

      lol @ supreme leader.

First of all he has to be tried for allegations of crimes against Afghans and Afghanistan like other criminals such Dostum and Hekmatyar. He has to answer how he survived these years hiding in Pakistan?
If he is not guilty of the crimes then he can be freed and allowed to return to his mosque in Sangisar in Kandahar where he used to be a Mullah. That's if Kandaharian want him there.

All Taliban fighters should be disarmed and only the ones with good fighting ability inducted into ANA. Ofcourse kharzai has to go first.

Not only Karzai but all the corrupt commanders and local warlords who have been put in political posts.

THEY are the reason why the state apparatus is not functioning and corruption makes people lose their hopes in a state.
        The only constant is change.

ANA is an apostate army. It should be dissolved.

And all ANA soldiers should be tried for high treason.

Anyways, even if this never happens, Allah SWT will punish them in the hereafter.

It's only a matter of time.

Idiotic comments like this make it clear that religion and state have to be separated or one day everyone would be tried to "apostasy".

ANA should be reformed not dissolved. Once Americunts leave these soldiers will become soldiers of the Islamic Republic of Afghanistan. These soldier's duty will be to protect Afghanistan from enemies. ANA should be answerable to central government and their loyalty to Afghanistan and not their regions and warlords. The ANA should include reformed Taliban fighters and fighters from other mujahid groups and their loyalty should be to the leader of Afghanistan chosen by the people and ulama of Afghanistan.

Ofcourse ANA is puppet army at the moment due to puppet government but it will change once Americans/NATO leave. Most of these soldiers are not ideologically driven but are working in ANA to feed their starving families.

The only people who should be tried for treason is the warlords, Taliban leaders, karzai, his communist turned capitalist friends and other known criminals. Afghanistan should be cleansed of this filth and start new with broad unity based islamic government which represents all Afghanistan and is accepted by all the people's of Afghanistan.

If Taliban want total control, they can go to hell. Either work with all legitimate Afghan groups (not known criminals such as Dostum, Hekmatyar) or be killed and disarmed.

                I thought that was clear.

It's written black on white in the Noble Qur'an that all the people who side with the kuffars are kuffars.

It might be harsh for you to hear but it's the pure truth since it come from the purified words of our Lord.

Allah SWT said in Surat aal-'Imraan :

                118. O you who believe! Take not as (your) Bitanah (advisers, consultants, protectors, helpers, friends, etc.) those outside your religion (pagans, Jews, Christians, and hypocrites) since they will not fail to do their best to corrupt you. They desire to harm you severely. Hatred has already appeared from their mouths, but what their breasts conceal is far worse. Indeed We have made plain to you the Ayaat (proofs, evidences, verses) if you understand.
                119. Lo! you are the ones who love them but they love you not, and you believe in all the Scriptures [ie. you believe in the Taurat (Torah) and the Injeel (Gospel), while they disbelieve in your Book, the Qur'an]. And when they meet you, they say, "We believe". But when they are alone, they bite the tips of their fingers at you in rage. Say: "Perish in your rage. Certainly, Allah knows what is in the breasts (all the secrets )."
                120. If a good befalls you, it grieves them, but if some evil overtakes you, they rejoice at it. But if you remain patient and become Al-Muttaqun (the pious and righteous persons), not the least harm will their cunning do to you. Surely, Allah surrounds all that they do.

And in the Surah 5 Verse 51 :

"O believers! Take neither Jews nor Christians as your protecting friends (auliya): they are only protecting friends of one another. Whoever of you disobeys this commandment will be counted as one of them. Surely God does not guide the wrongdoers."

Whoever of you disobeys this commandment will be counted as one of them
                one of them
                one of them
                one of them

                one of them

                meaning a kafir !!!

So if you help the kuffars in times of war by supplying them with money, food, workforce, giving them weapons, protection or any political collaboration, then you are not a muslim, you are a kafir like them and it is permissible to kill you.

Another proof from the Noble Qur'an :

He the Almighty also said : 80. Thou seest many of them turning in friendship to the Unbelievers. Evil indeed are the works which their souls have sent forward before them with the result, that Allah's wrath is on them, and in torment will they abide.
                81. If only they had believed in Allah, in the Messenger, and in what hath been revealed to him, never would they have taken them for friends and protectors, but most of them are rebellious wrong-doers.

In Afghanistan, ANA soldiers took NATO as friends and protectors and last time I checked, NATO are kuffars.

The people who collaborate with kuffars do not believe in Allah SWT, in the Messenger, and in what hath been revealed to him. It's Allah SWT himself who tells you that. It's right here, written black on white. Those people are clearly kuffars.

According to the Qur'an they are apostates. You can call them muslim all you want, they can call themselves muslims day and night, that doesn't make them muslims at all. I even saw plenty of them praying. That doesn't make the muslims. Once, because of death threats Salman Rushdie said he was a muslim too.

You are probably one of those people who think everybody will go to heaven.

Michael Jackson and 2Pac will certainly burn in hell eternally.

Happy that you have learned something today.

You can check in your own Qur'an and you can ask any Imam if siding with Kuffars makes you an apostate.

then the ISI and Pakistan who back-up the Taliban and receive 2 Billions of aid from the US annually are kuffar, too, so the Taliban must be kuffar, too, because they are a proxy-proxy-army.

ANA is currently an army made of apostates who work for Satan.

It should be dissolved and the Noble Mujahideen should burn down anything and everything no remnants of the old regime must remain standing!

Then a brand new army with soldiers pleding alliegence to Tawhid should emerge.

I am not the one to convince. Allah Almighty clearly said that the people who sided with Kuffars are apostates.

Every single ANA soldier will be accountable for his acts on the Day of Judgment.

obviously not all afghans are pro taliban and many are also very poor. when one ACTUALLY LIVES IN AFGHANISTAN and one needs to have work, being in the army or police force might be the only choice they have to be employed and feed themselves and family. others may want to be in an army that they feel is there to protect their country.
you, in the west who have the hide to make these judgements on afghans, make me puke. you alf, live in france and said you have been going on forums since you are 14. so you, obviously are not living in the same situation as afghans. so who are you to judge them on behalf of allah?

First I want to say clearly that I don't support the Talibans as a group.

I always said that I support the Mujahideens. Which is very different.

The Mujahideens are the individuals fighting against the invaders.

It doesn't matter if someone among the people called "Talibans" did something evil, as individuals, those Mujahideens have full legitimacy as it is an order from Allah SWT to fight the kuffars when they invade muslim lands.

Everyone will be judged individually in the Day of Judgment.

Remember that I am not a supporter of Talibans but a supporter of Mujahideens.

During the soviet occupation, it was not a war between muslims and muslims and then one group of muslims sided with some kuffars.

It was a war between muslims and kuffars and the muslims accepted help from other kuffars, which is different. I think it's permissible to do such a thing because no harm is done to any group of muslims.

I think the whole point of not siding with kuffars was to not create fitna.

But the same way it is possible to trade with kuffars in times of peace, and no possible in times of war as considered treason.
