Apart from that Saddam was an devout Muslim himself but preferred secularism because he wanted to protect all the minorites that lived in Iraq such as Assyrians, Yazidis etc. so that he could control and Iraq that was united. Later on he became more conservative and shariah law was widely used in rural areas and even in Baghdad. But this has always been the case even today.
