  • After US forces leave Afghanistan, will CIA turn to local mercenaries?

With his broad cheekbones, hair swept back under a sequined cap, and the gentle manner of a well-to-do Pashtun, Atal Afghanzai might easily pass for a doctor or an engineer.

Instead, his career path led into a cloak-and-dagger world of covert armies and foreign agents, until a rare lethal run-in with an Afghan police chief landed him on death row in Kabul’s most notorious prison.

Young and motivated, Mr. Afghanzai is one of thousands of Afghan mercenaries believed to be working with the CIA to help America battle Al Qaeda, the Taliban, and their allies. His story – confirmed by US diplomats, other Western officials, and Afghan authorities – illustrates the military advantages of this secret war. But, with the US poised to ramp up reliance on paramilitaries like Afghanzai as it pulls out frontline troops, the practice is raising the ire of Afghans who accuse the groups of human rights abuses.

Speaking from Pul-i-Charki prison, where he is appealing a murder conviction, Afghanzai described how the elite group he once led, that was raised by and answered to the CIA, launched raids on Taliban targets at a moment’s notice.

Recruits were cherry-picked from regular Afghan Army units and trained by US Special Operations Forces at a place called Camp Gecko, he says. Blackhawk helicopters would deliver them to targets in neighboring Zabul and Uruzgan provinces, and Afghan President Hamid Karzai even sent the strike force letters of thanks after successful missions.

Known as the "Kandahar Strike Force," the militia became so effective, says one Taliban commander, that many insurgents came to dread it more than any other pro-government outfit in Afghanistan.

    When troops leave, what's left?
Part of the job description for Americans left behind after 2014, in the words of the US government’s latest counterterrorism strategy document, will be tackling Al Qaeda and its adherents by using covert tactics that go “beyond traditional intelligence, military, and law enforcement functions.”

Security analysts say that the practice of raising paramilitary units, trained by US Special Operations Forces, run and funded by the CIA, and working closely with local intelligence officials, fits that bill perfectly.

There is, however, a down side to this light-footprint, low-visibility warfare.

Militias are not popular in Afghanistan. They stand accused of murder, rape, and extortion across the country.

In 2009, one of Afghanzai’s comrades was detained. It sparked a shootout that killed Kandahar’s provincial police chief, the head of the province’s criminal investigations department, and several more officers. Afghanzai and 40 of his men were convicted of murder and then imprisoned. It was a rare example of the Afghan judiciary coming down on a US bankrolled mercenary – and likely only happened because Afghanzai and his men killed a well-connected Afghan Police commander in broad daylight.

Other allegations of wrongdoing, such as armed robbery, have been impossible to properly investigate because of the group’s clandestine nature and connections.

“These kinds of forces are the most shadowy and the most unaccountable in the country, and it’s a really serious problem [that] nobody’s quite taking responsibility for it,” says Rachel Reid, a senior policy adviser to the New York-based Open Society Foundation with extensive experience in Afghanistan.

Groups raised and bankrolled by the CIA or Special Operations Forces have repeatedly run into allegations of extrajudicial killings, torture, rape, and larceny * – even though US law prohibits tax dollars going to units facing credible accusations of rights abuses.

    The 'ugly reality'
The ugly reality, says Matt, a Green Beret captain who gives only his first name because of protocol security concerns, is that if the US wants to prevail against the Taliban and its allies, it must work with Afghan fighters whose behavior insults Western sensibilities.

“There are no good guys by our standards. There is no standard to begin with. There is no justice system or rule of law to hold people accountable,” Matt says. “The Taliban are not horribly bad and the Afghan farmer is not an innocent victim.”

In this moral twilight, refusing to work with paramilitaries accused of rights abuses accomplishes nothing, he argues. Instead, as relationships develop, so do the possibilities for altering the “moral calculus” of the Afghan fighters.

“I don’t like this reality,” says Matt. “But I do not have the power to make Afghans conduct themselves like Americans in matters of politics and warfare. I can only influence it over time.” The alternative is to “go home now.”

Even Adobe Photoshop can't change me.

A line[Durrand line] of hatred that raised a wall between the two brothers -Hamid Karzai

For generations, the Hindus of India prayed for deliverance from "the venom of the cobra, the teeth of the tiger and the vengeance of the Afghan."

The men of Kábul and Khilj also went home; and whenever they were questioned about the Musulmáns of the Kohistán (the mountains), and how matters stood there, they said, "Don't call it Kohistán, but Afghánistán; for there is nothing there but Afgháns and disturbances." Thus it is clear that for this reason the people of the country call their home in their own language Afghánistán, and themselves Afgháns. The people of India call them Patán; but the reason for this is not known. But it occurs to me, that when, under the rule of Muhammadan sovereigns, Musulmáns first came to the city of Patná, and dwelt there, the people of India (for that reason) called them Patáns—but God knows!

there is no question that the american can not succed militaryl , but this doesnt mean that the taliban will win anyhow this war !!!

and we as a nation lost more than enough in the last three wars !!!!

the americans will have a strong hold on their isi and punjabi dogs , so they will not act so blunt as they did in the past .

the country will be political divided , the northeast for hekmatyar and his buddies the south for our amir sahib , the rest will be given to local dawusan aka northern alliance

the new goverment will have a weak central power and the ministers will be the favourites of those few dawusan .

above all the american will monitor and supervise , they will probably establish bases in the north by mazar and in the west by herat , because the northern alliance as the people in those areas tend to be a little more pro american , it will kept all silence about this .

they will take precise care that among the dawusan , no one gets too much momentum or power , so if somebody question american protectorate or their political as military presence will be taken out by the others . an equlibrium of imbalance and uncertantiy

mean while their companies will exploit our natural ressourcess and their pipelines will be built , which is their main reasone they are here , to establish a secure corridor for the next 30 years to have access to the central asian oil and gas fields.

because they realised that they can not count on those people and built up a effektive vasall state they will go with compromises , the pakis are allowed to influence us pashtuns , there will be never an independent and sorveign pashtun goverment which will take up the pashtunistan matter, we will be again paid for killing each other ,and so we are kept low ,by daal khors and permission of the angress , and from time to time as one angress said , our sky will be dark and full of predator drones to kill us as soon some one dares to do anything against this

and the afghan misery will continiue....

I don't think that Talibans will accept to divide the country. There will be civil war and last time I checked, Talibans won the civil war. Not mentionning the fact they stategically defeated a superpower.

Pehlay India se maar khaatay rahay ho tum log 60 salo say, phir amreeka ki ghulami kartay rahay ho aur ab in darri walay charsi naswari mulvis se bhi maar khaa rahay ho? Sharam karo..

Afghanistan is not like your Punjab that it will be divided and sold like a used item in a flee market!

arab why do you talk about things which you dont know nothing about and dont understand .

do you really think that the american will let go just like this after spending billions ?
do you think that they really will make their selfs dependent on chinese or russian supported states if it comes to their energy supplly ?

and read my post carefully i wrote , there will be a political divison ,not an actual division even alot of northern alliance walas ask for it .

besides do you know how the civil war started and do you know the enviroment and the preposition of it ?

the last time the taliban had the support of the pakis and the americans , like wise the nortern alliance didnt have any support any more , the russians had enough problems by their own , even they supported rabbani , and besides to some small bank roll , the americans like the europeans were not interessted in afghanistan in the 90s . that was the reason why they could take over power .

but today the situation is totally different , besides one dont win a civil war , you end it . because in a civil war there is nothing to win i will never forget the sight of cabul in 98 .

and the taliban were terrible in their political dicisions , i find it always amusing how people are praising them for being good muslims without have seen the country during their rule nor lived their for a longer period of time as a citizen .

and the taliban didnt defeated the americans strategically , how many of us die for one of them , our soil is polluted with uranium , our fields are deserted and our society tends to be corrupted like the rest of the arab world /muslim world .

they only made it impossibel for them to establish their political goals , the west including the american are defeated political . and thats the important point . militarly they won every battle .

people are praising them for shooting one helicopter and killing 30 kafirs with a lucky punch , mean while on every bombing 100 of us die .

do you really think the people are so into war ? besidey as i said before , the reason why the americans ended so , is not because the people liked and loved the taliban so , but because they failed to find reliable puppetts and took the same criminals topakian called mujahedin aka isi aka cia spies .

you know , its only amusing that every dala ou dawus from some where over the rainbow , tries to explain us our history and our country.

you didnt even realize how much of a goofy you make out of yourself , but i guess that are the bysymptons of the internet .

i mean you are a KID living and born in france , never been to afghanistan , not speaking the language nor knowing the history ,besides what you have heard and read in popular narrations and tries to give us his opinion about things which are not a bit his own business .

but anyways please explain us , simple minded and ignorant AFGHANS and PASHTUNS
the difference between tactically and strategic victory in your point of view

and how the taliban will rebuild afghanistan and make it flourish like it was between 94 and 01 -
