There have been reports of police men raping little boys in Helmand in broad day light in front of people.

Actually, no. I know that rebuilding is happening in Afghanistan.

But let us say you are right. I think you have forgotten that the Taliban--who are ISI made with the help of Saudi Arabia and US of A--wanted this exact same thing you are proposing. They were a tool, and boy were they ever a tool, for the West to find an excuse to invade Afghanistan.
