The following are excerpts of the remarks made by Mojaddedi, aired live by state-owned National Afghanistan TV on 16 November:

[Sebghatollah Mojaddedi speaking in Dari] Dear audiences, brothers and sisters, H. E. the President of the Islamic Republic of Afghanistan, Islamic scholars, esteemed cabinet members, H. E. the Supreme Court justice, the commanders of the sacred Islamic jihad, respectful guests, esteemed members of the Traditional Loya Jerga, members of diplomatic core, Assalamo Alaikum Wa Rahmatollah-e Wa Barakatoho [hello peace be upon you].

The strategic agreement with the USA government is the need the current situation of Afghanistan requires. Foreign interference, particularly by some of our neighbours, has forced us to sign the strategic agreement with the government of the United States.

Before discussing this issue, I request all the esteemed members of the traditional Loya Jerga that we should make our hearts and our intentions clean and have in our minds that the reason for our gathering today is aimed at winning the happiness of almighty Allah. We are here to present our opinions in order to serve our country. We should provide consultations in the interest of this country and this innocent nation. I personally request all of you to first of all clean your hearts and later on go ahead with this jerga and gathering and pray to Allah that Allah may brings results to this jerga in the benefit and prosperity of the people of Afghanistan, as well as in the interest of Islamic countries and the entire world. [Reading some Arabic words]. I do not think God will accept what we are doing unless we clean our hearts. I know that there are youths, elders, tribal elders, scholars etc. present in this gathering. Everyone is supposed to clean their hearts and pray t! o god to protect this war-ravaged country and protect us from going in the wrong direction.

Now I would like to tell you whether the strategic agreement should or should not be signed with the United States of America. I would also like to tell you that this is an undeniable necessity. The current situation of our Afghanistan and interference of some foreign countries, particularly some of our neighbours, forced us to see that the Afghan nation should have material power along with them. [People clapping]. We have no weapons. But the enemy which is equipped with modern weapons kills and eliminates us on a daily basis. How long should this situation continue? Several times in my speeches, I have told the foreign troops, the Americans and others that if you cannot bring security to our country, give us weapons and we will bring security to Afghanistan on our own. During the Soviet Union invasion, no one supported us. However, we had weapons; therefore, we managed to defeat a superpower like the former Soviet Union. The situation is the same today as well. Today, w! hen we are in trouble, the foreign interference continues in our domestic affairs. Everyone knows that our children, women, men and elders die due to foreign interference. Everyone knows that all the terrorists come from outside, from abroad and from Pakistani soil. All of us know this. [People clapping]. I had told the world, even Pakistan itself 10 or 12 years ago that this policy of yours is wrong. I had told them that this [policy] would badly affect not only Afghanistan but Pakistan and the entire world as well. Nancy Pelosi, the head of the US Congress, paid a visit to Afghanistan three years back. I told her that I had some predications and all of them have come true. Now I have a prediction that if you do not control the Pakistani ISI, terrorism will threaten the entire world in a few months or a year. [People clapping] Only two months had passed when Pakistan itself became the victim of terrorism. Today Pakistan's situation is worse than ours. We are not complainin! g about the people and the government of Pakistan. We are complaining about the Pakistani ISI which is inside the government of Pakistan and has shaken the whole world. Signing strategic agreements is not something new. Many countries have signed similar agreements, such as Saudi Arabia, Kuwait, Egypt, etc. There are around thirty or forty countries which have signed strategic agreements with the USA. The same as H. E. the president said, we will sign this agreement only after having consultations with you. Another issue is regarding the inmates and some others which will be given in a briefing to you by Mr Spanta. This is a consultative jerga. The government does not want to sign the strategic agreement without your consultation. This is your right to be involved in making the destiny of your country and to vote for your own fate. I would like to tell you that I really became surprised that our Pakistani brothers, meaning the ISI, have an obvious hostility with us and are killing our children, youths and elders. If they think that they will m! ake our nation their slave or make the Afghan government their puppet government, this is completely impossible. [People clapping].

We are very concerned that a number of unfair people have called us bad names regarding the strategic treaty with the USA and they have said that we were traitors. These people were children when we fought deviation and infidelity. Thanks to God, we have passed our tests. More than 180 of my family members were martyred in this way. Which family has sustained such a loss? During the British [occupiers], my father and ancestors, Hazrat Fazl Mohammad, Amanollah Khan entitled him leader of Shaiekhol Mashaiekh, after Afghanistan gained its independence, and entitled his brother Nurol Mashaiekh, in fact we rose against the British emperor. Our family was leading the mojahedin. This miserable man declared jihad against the Soviet Union. The Afghan nation said yes [to my call] and we brought the Soviet Union to its knees in cooperation with friends and the world that helped us and we devoted ourselves to this. Some 2 or 2.5m [Afghan] people were martyred and some 1 to 1.5m peopl! e were disabled who lost their legs and hands. They ignored all this and called us traitors? It is a great matter of concern. It is oppression, indeed.

Consultation and to give consultation is an Islamic principle. There were no councils in the world, God descends his verses in the name of council to Muslims and Islam and ordains His prophet that [reciting a verse of the Holy Koran]

[Passage omitted: Mojadedi further analyzes establishment of councils in view of Islam, focusing on history of jergas and councils in Afghanistan.]

In our Afghanistan, there is a traditional council that we have inherited from our ancestors. It was a council that solved problems of Afghanistan in a very important situation. Afghans were brave. Our ancestors were brave and courageous and defended their rights, rights of Islam and their brothers and sisters. Thus, we are descendants of them. It is in fact improper to accuse us of being traitors. God may guide you. [reciting a verse of the Holy Koran].

    Dear brothers and sisters!

I am welcoming you that you joined the traditional and respected jerga. I hope you give good consultations that guide the government and us as to what decisions we accept and how to go ahead with negotiations [talks about strategic pact]. I am sure that the government will not do something unless you give consultation. You can give your consultations freely. I hope to take action in which Afghanistan sees blessings. We hope you will brothers and sisters. I am calling on all of you to pray to God to help us succeed. Of course, there are many things left that have not been improved yet. To say it honestly, many things have been done in Afghanistan, the work done is not tangible because it [Afghanistan] was ruined completely and started from zero. Look at this hall. It is a good hall that they built in some months. The commission organizing the jerga, we made all of our efforts, and the administrative office of the commission organizing the jerga worked hard. They are laudab! le. We demand the president to provide them with good appreciation letters as they organized and built such a hall. God may help us succeed. God may forgive us. God guide the enemies of Afghanistan and if He does not guide them, He may punish them. [Mojadeddi praying along with audience]

"'In early 2008, Karzai set up a Peace and National Reconciliation program headed by his old mentor, Sibghatullah Mojaddedi, a religious scholar and former President. The U.S. and other donors put up $3 million, but refused to contribute more after they learned that Mojaddedi, 83, spent a large chunk of the money on salaries for his family and loyal retainers. "Mojaddedi's people say they had 5,000 Taliban hand over their guns," says one angry Afghan official, "but I asked them if they had any big commanders among them, and they couldn't name a single one.'"

It further made the validity of this Jirga dubious. His example of "Sher" was very juvenile and did not have any relevance or compatibility with his statement of: "اګر امریکا قدرتمند، پول دار و نفوس اش زیات است، ما هم شیر هستم. ما وقت یک معاهده ستراتیژک را قبول دارم که بر اساس حاکمیت شیر در جنګل کت امریکا باشد. شیر خو این طور بیکار نیست که این سو برود و او سو برود، امنیت ما....امنیت چار اطراف ما باید امریکا تامین کند، ما فقط امنیت داخلی خود را نګاه میکنم، اینها باید امنیت ما از سوی همسایه ګان تامین کند". So much of a "lion" to ask for protection from its neighboring coyotes while he is inside his cave telling his beloved lioness the tales of his bravery. Loya Jirga's agenda revolved around two points: 1) Strategic partnership with several countries, particularly America. 2) Reconciliation with forces indulged in resistance against Afghanistan and coalition forces. Hamid Karzai did not seek any advice from the members when it came to strategic partnership and kept emphasizing that it has to be done and is in favor of Afghanistan, leaving less or no room for any disagreement of debate. However, when it came to reconciliation and peace process, he sought advice of the members.

From a technical aspect of Loya Jirga: The participants were let known about the agenda by Karzai himself, usually, in like wise gatherings, participants are provided with the agenda in a detailed and documented manner ahead of time. Again, we can't expect too much of formality since the arrangements were made in a hasty manner but Karzai, Mujadadi, Noorzai and Shahrani didn't bother to go into details of this strategic "partnership" at least verbally. It seemed like the details of strategic partnership is being discussed and will be finalized by an elite surrounding Karzai, ie. Spanta, Zazai (Chief of Army staff) Karim Khurram, Wardak etc. This strategic partnership is not as simple as depicted.
The details of this partnership and reconciliation should have been made public through media months ago, so people could have debated it on different forums. Each Afghan citizen would have been aware of what they were to gain or lose in case of such a partnership. Once aware of all the details, a Jirga should have been convened simply in a manner of a referendum for people to cast their agreement or disagreement. The participants should have been chosen in a traditional manner rather than basis of their political loyalty. Six weeks ago, Afghanistan signed a strategic partnership pact with India and 99.9% of Afghans are unaware of its details, why?
Kazai contradicted himself again and again through his speech. Calling Iran and Pakistan its brothers that share the same language, culture and religion; yet, feeling threatened by them and begging for protection against! Calling Rabbani a "martyr" of peace; yet, reminding the participants of the atrocities committed against Afghans during civil war. Asking for territorial integrity and national sovereignty yet haggling a price for leasing his homeland.

All excellent points and very good questions. Thank you for your in depth series of queries. You are truly laying out a series of ethical questions that must be answered. If the foundation of a state, secular or religious, is poorly constructed, based on nepotism, and serves the interests of others then it is bound to fail, no matter who those others are.

          Great post!

I can not believe this guy stood up and talked about "sher" (that's what a Charsi would say, not a president), I didn't know whether I wanted to cry or laugh about that. The entire speech was farcical and like you said he kept contradicting himself.

I get the impression that he thinks people are extremely stupid, so stupid that he would talk to them about Sher o Palang and that will suffice. I really pity him, I really do.

I find it quite amusing to see people insult Karzai while they live in the West and have no idea how to run a country like Afghanistan.

If Karzai, is overthrown, or killed, Afghanistan will go into turmoil, and the only alternative left, would be a ISI stooge.

If America leaves Afghanistan, the Islamists will take power, with the full backing of Pakistan.

Afghanistan would once again be flooded by armed militants, from Pakistan's Pathan region and Punjab.

Civil war will occur, and Afghanistan will be completely wiped off the map.

Pakistan, will take full advantage of this, and turn Afghanistan especially the Southern parts into a full province connected with Quetta(Bolochistan).

American/Nato forces should only leave, when Pakistan is occupied.

i wonder what choices he has . . . he has to be secured heavily for his own safety. army and police needs a very long time, look at those miskeens, barely a few hunderd dollars wage (ok, i know they are brutal and corrupt, but that takes time to weed out out of poor recruits).
and the US interest (bases) [i despise] look like long term dug-in interests.

who is there (pashtun of course) who can provide an infrastructure for development and semblance of stability and security?

i get the feeling two steps forward, three back - that's the governments dance to a yankee tune . . . sadly.

positive note, they audience was civilised, no girly fights, no shoes or punches thrown, . . . there was takbeer thrown in.

                  Dear Torkham

The Afghan army needs to be brutal to anti state elements, I really doubt the Taliban or Al Qaida will hand out peoples rights as POW's since they follow an Ideology that even uses children to blow themselves up.I think the ANA and the ANP are doing a great job keeping Kabul safe of Suicide bombers who attack and kill many innocent civilians. Nobody in Afghanistan supports the Taliban, if they did, we would have seen nationwide protests and armed uprisings against the Afghan government. The problem with the West is, they are too soft on Pakistan. Even a school boy, will tell you, that Madrassahs in Pakistan especially the Darol ul Haqqania led by Maulana Sami ul Haq is sending many recruits to blow themselves up.

Look at the Lal masjid, you have people who openly distribute suicide bombing litrature, videos of Afghan soliders killed and IEDs setting off in Islamabad Pakistan, even the man, the Mullah of Lal Masjid, who used little boys to die, while he ran off in a Womans burqa with high heels on to avoid being killed.

Afghanistan is not the problem, its Pakistan who is, America and her Western allies, need to confront Pakistan to end the regional instability, one may argue and state, that American is purposely avoiding confronting Pakistan just to be present in the region, however, my view stands strong that all the Taliban leadership, its recruits and supplies are in Pakistan especially FATA and Pakhtunkhwa with elements in Punjab/Karachi who assist them too.

America's presence in Afghanistan is not due to Karzai, Karzai was not the one who told the Americans to arm and fund the Peshawar seven, neither did Karzai sell Afghanistan on a platter to Pakistan, it was Pakistan who insisted that America should keep an presence in Afghanistan way back in the 70's, when Zia ul haq told Charlie wilson and co, that all aid and supplies should go through Pakistan, without Pakistan, America would fail.

Karzai was absolutely right when he once stated how can he reason with people who speak only with suicide bombers. I fully support him on this. If Karzai is removed, Afghanistan will be flooded with Pakistani Pathans, their Punjab brothers and Arabs from the middle east, to once again, turn Afghanistan into what Abdullah Azzam referred to as his own "Muslim rapid force".

From there, Pakistan will secure its base, and use it against India in Kashmir. The fabric of Afghan society will be reduced to what is known as "Klashnekoff Culture" and the whole "Warriors tribals" nonsense will be brainwashed into future generations of Afghans.

People in the West get the wrong idea, especially Pashtuns, they assume development grows on trees and roads are built by god, these kind of things take time and a lot of effort, but when you have a backward mass of people, who prefer to rock back and fourth reciting quranic texts and spend the whole day awaiting the Dajal's return, instead of uniting, working together, organising mass movements of different people, who help eachother, produce beneficial litrature that will educate our women folk, inspire young Afghans to do business and get into science and also musical arts, promote a positive view of our culture and language.

Pakistan will always remain a obstacle towards this progression and will always become the inteferring dog that is.

However, people need to realise one fact, do not rely on what Pakistani Pashtuns say or do, they are just as loyal to Pakistan as your regular Talib.

People need to let go of this "brotherhood nonsense", if Pashtuns in Pakistan really loved Afghanistan, they would put a stop to these elements on their part of the region entering Afghanistan and killing Afghans.

Karzai needs to stop trying to satisfy Pashtuns in Pakistan over the Durrand line issue. I personally feel, the Durrand line should be fenced up for the "time being" until Taliban are dismantled by tribal lashkars or by honest Pakistanis(which I doubt).

so karzai has called for end of night raids(not really though, only they should be done by afg forces) and the such for the agreement to be signed. though as the last 10 yrs has shown karzai obviously has no powers over his masters. so its unlikely these afghan demands will be met and there will still be an agreement. its like a bum trying to get the upper hand with a bank while taking out a loan. karzai is basically spitting in the face of every afghan with this agreement, and the whole "we are lions" bit is hilarious.

with the western worlds military power and 100s of billions of dollars, they still cant put down a sandal wearing taliban that is only supported by pakistan. its not going to get any better once there is a draw down.

Loya Jirga backs idea of US
                      bases

KABUL (PAN): The four-day traditional Loya Jirga on the strategic cooperation pact
with the US concluded on Saturday with the release of a 76-article declaration,
recommending the creation of American bases in the country for a decade.

Endorsing the agreement with the US was necessary for maintaining security and
strengthening Afghanistan's economy, delegates at the four-day day assembly said in
the declaration, which underlines respect for the Afghan culture, traditions and
                      religion.

Articles 2 and 3 of the non-binding declaration ask the US to respect Afghanistan's
sovereignty, independence and constitution. Nighttime operations should be
conducted exclusively by Afghan forces, the statement added.

While stressing the dismantling of parallel government structures, the participants
agreed the Americans committing any crime in the country should be tried under
Afghanistan's laws. The resolution said US military bases should be under Afghan
                      control.

US forces should come to Afghanistan's rescue in the event of an attack from a
neighbouring country, the participants suggested, saying the proposed bases be set
up near the border and away from residential areas.

A delegation be sent to Pakistan to probe the death of High Peace Council chairman,
Prof. Burhanuddin Rabbani, it suggested, urging Islamabad to change its policy toward
Afghanistan and honestly support the reconciliation drive.

While calling for identifying the sources of terrorism, the attendees asked the US not
to use military bases for supporting militants. Americans were also told not to hold
                      clandestine talks with the Taliban.

The participants recommended that peace talks with Afghan militants, with clear
addresses, should continue. The process has slowed down in the wake of the Sept.
                      20 assassination of Prof. Rabbani.

The jirga suggested the agreement be implemented after it was approved by
Parliament and the United Nations involved as a third party. The government was
asked to analyse strategic cooperation through specialists.

Both sides will have the right to walk out of the security pact that will govern the
presence of American troops after the 2014 withdrawal of NATO-led soldiers from the
                      country.

More than 2,000 delegates, divided into 40 committees to discuss the subject,
attended the four-day event, which took place under airtight security.

of course they do, they were handpicked by mr kharzai.
There are people today who think that admitting God’s absolute greatness decreases the value and importance of humans in the creation, as if God and mankind are rivals competing in greatness and power. Meanwhile I feel that whenever our perception of God’s greatness increases, with it we become greater, because we are the creation of a great God.

Hamid Karzai did nothing except inflame and unite the nation against him. He will follow Najib in his fate, but this guy is too cowardly to stay in Kabul when his Americans leave which they will. This has not only tapped into Afghan resentments with an Afghan national unified opposition against the Karzai and the US occupation clearly entrenched, but has now definitely brought regional unity amongst all countries against it. These regional nations will not tolerate it, and will do all in their interests to thwart these hegemonic designs.

He did the opposition a favor, and has firmly put the rest of the Afghanistan into one large camp against him and the occupation he supports. There is no backtracking for him.

If you noticed, he was not that happy because he knows this display of dishonesty proves nothing. They did not even allow some of the puppet jirga members to speak. Read here. Fars News Agency :: Afghan Figure Raps Loya Jirga Authorities for Lack of Accountability

Karzai has brought the opposition together

This will end as it has always has ended in Afghanistan.
