Bureau reporter meets 16-year-old three days before US drone kills him: TBIJ

Tariq Aziz (circled) at the Grand Jirga in Islamabad

A week ago I joined a group of elders and dozens of other young men who had travelled from Waziristan, in northern Pakistan, to Islamabad to discuss the impact of US drone strikes in their communities.
Among the group was Tariq Aziz, a quiet 16-year-old, who had come after he received a phone call from a lawyer in Islamabad offering him an opportunity to learn basic photography to help document these strikes.
We met for a grand dinner in the conference hall of a luxury hotel. And the next day we all met again at an official meeting – a ‘Waziristan Grand Jirga’. I filmed Tariq Aziz as he walked in with his friends. Each of them pressed their right palms on the chest of each of the elders who lined up to meet them.
Tariq was proud to be part of this meeting. About 18 months earlier, in April 2010, his cousin Aswar Ullah was killed by a missile fired from a drone as he rode a motorcycle near Norak.
Tariq, like all of us, listened intently to the speakers, who included the politician and former cricketer Imran Khan.
What none of us could have imagined was that 72 hours later, this football-loving teenager would himself be killed by a CIA drone, along with his 12-year-old cousin Waheed Khan.
To watch the Bureau’s report on the ongoing Drone War click on the link below.

    Children killed
Tariq and Waheed’s death brought the total number of children killed in drone strikes to 175, according to the Bureau’s own findings. As part of an ongoing investigation, the Bureau has documented 306 strikes from remotely piloted drones that have killed between 2,359 and 2,959 people. Over 85% of them have been launched by the administration of President Barack Obama.
On Monday October 31, Tariq took his cousin Waheed Khan to pick up his newlywed aunt, to take her back to Norak. When the two boys were just 200 yards from the house, two missiles slammed into their car killing them both instantly.
Tariq came from a poor community on the border with Afghanistan. He was the youngest of seven children. His father, Mumtaz Khan, was away working in the United Arab Emirates as a driver to support his family. Waheed’s family was equally poor – the 12-year-old worked in a local shop for a salary of just Rs 2000 a month (roughly £15 or $23)
Last week on October 27, Tariq travelled to Islamabad, where he stayed at the Al Habib hotel, after agreeing to work with Shahzad Akbar, a lawyer who runs the Foundation for Fundamental Rights and is now working with families who have lost relatives to drone strikes.
He had agreed to be part of a project organised by Reprieve, a British legal charity, photographing the aftermath of drone strikes in Waziristan.
Jemima Khan, the former wife of Imran Khan, who was also at the gathering, has donated a dozen new cameras for use in this project.
    Jemima Khan
During the Jirga, Tariq sat exactly two rows behind Jemima Khan. For four hours the Waziris debated the drone war, and then they listened to a resolution condemning the attacks. The group voted for this unanimously.
After lunch, the group travelled to a protest rally outside the Pakistani parliament. Imran Khan, who is now the leader of the Tehreek-e-Insaaf political party, and Clive Stafford Smith, the founder of Reprieve, addressed a gathering of some 2,000 people.
The next day, Tariq and the other Waziris returned to their homes, eight hours drive away.
On Monday, October 31, Tariq took his cousin Waheed Khan to pick up his newly wed aunt, to take her back to Norak. When the two boys were just 200 yards from the house, two missiles slammed into their car, killing them both instantly.
‘I don’t see the logic and reasoning in killing two young boys,’ Shahzad Akbar told the Bureau. ‘We wanted to work with the youth, to include them in the search for accountability.’
‘Bar has been raised’ on CIA drone tactics
The CIA has secretly agreed changes to how it conducts its drone war in Pakistan after pressure from the military and State Department, according to a report in the Wall Street Journal.
Last month, the Bureau reported the 300th strike of the CIA’s seven-year drone campaign, and Bureau reporter Chris Woods suggested in an analysis piece that the pattern of recent strikes suggests the CIA has changed tactics to focus on killing senior militants, or High Value Targets.
The Wall Street Journal’s report appears to confirm this.
The changes include the State Department having more influence in strike decisions, Pakistani leaders being told about strikes in advance more often, and the CIA holding off from strikes when Pakistani officials are visiting the US, the report says.
‘The bar has been raised. Inside CIA, there is a recognition you need to be damn sure it’s worth it,’ the Journal quotes a senior official saying.
The military and National Security Advisor Tom Donilon are increasingly critical of strikes targeting large groups, as they fear the Pakistani authorities may respond to such strikes by cutting off vital supply routes into Afghanistan.
Meanwhile, senior State Department officials have been critical of the strikes’ impact on diplomacy with Pakistan, when relations are already strained following the raid that killed Osama bin Laden in May.
The White House has instigated an appeals process, giving the State Department more influence in deciding when to strike, although the CIA director still makes the final decision, the Journal claims. There has been no fixed policy towards smaller strikes, or targeted attacks on High Value Targets.

Akbar says that the CIA had every opportunity to meet with Tariq, if they wanted to, when he visited Islamabad. ‘If they were terrorists, why weren’t they arrested in Islamabad, interrogated, charged or tried?’
On Tuesday, Akbar spoke to Noor Kalam, Tariq’s uncle, who said he was devastated by the news. ‘We are helpless. We cannot do anything against the Americans,’ he told the lawyer. ‘We would like insaaf – justice.’
Mumtaz Khan, Tariq’s father, has flown back from the United Arab Emirates, to mourn the death of his son. He is now in discussions with Akbar to bring a lawsuit against the CIA. He will be the 31st family to sign up.

I believe in another recent thread I saw WazirWarrior or Soldat I'm not sure, cheering on drone attacks in Waziristan specifically, saying that they hope the US bombs the xxxx out of Taliban operatives in Waziristan. Well, here it is. This is their manifestation of your wishes. I wonder what the ratio of civillians to hostile Taliban operatives killed by drones are?
On a sidenote, thankfully Taliban operatives recently managed to somehow shoot down one of those drones so that it never gets the chance to kill random civillians like the boy mentioned in the above article.

What is clear is that this war is against Afghans. Anything else is false.

Oh deary me. If only I could buy you guys some tickets to visit North Waziristan and see for yourself.

Let me provide you an insight to Waziristan and its people. I have been to Miram Shah, Mir Ali straight to Bannu, then spent time in Wana,Makeen and Ladha in South Waziristan not long ago.

However, let me clarify a few things in regards to this Article.

Imran Khan is a two faced liar, a person of double standards and does not even follow his own Islamic believes.

Jemmina, who is Jewish, cheated on Imran Khan with huge grant, doesnt it feel abit odd we have Islamists such as Unknownprince(Thetruth) using this "Adulteress" as a supporter in opposition of drone attacks?

            Quite odd.

Anyway, back to topic, who sponsored this Islamabad Jirga exactly? hmmmm (ISI).

Why are the Pakistanis such as Unknownprince(thetruth) and Imran opposed to drone attacks? Its because the drones have wiped out most of the Afghan Talib/TTP and AL Qaida(Arab rodents) leadership or senior figures.

These figures of civilian deaths are fabricated, how can it be possible to record them, when the media is prohibited to enter Waziristan.

Plus, these same Wazirs, when the Mumbai massacre happened, grapped their guns, and offered to give their lives to defend the "Punjab border" with India.

These Pro Pak Wazirs, have peace Lashkars, that are tasked to bring peace to Waziristan, what amuses me, is the fact, that Taliban roam freely under the eyes of both Pak Army and these peace lashkars.

100s of innocent Afghan children have been killed due to Miltiant groups in Waziristan, supported and hosted by the Pro Pak Wazirs, especially the Wazir supporters of JUI parties and factions, take Mullah Noor Mohammad Wazir, he was the man, who stated Osama should be protected, and the was mentor of Nek Mohammad Wazir, he was also a member of the Jamiet Islami Pakistani political party.

These sindhi topay Wazirs, like to pose themselves as innocent bystanders, but the fact is, and seen with my own eyes, they love to hang about with Taliban, give shelter to them and become suicide bombers for them, so what do you expect?

My cousin worked for an NGO in Wana, Waziristan, he would provide education to young children, even he saw with his own eyes, the Taliban chase a young boy and shot him to death, because they "assumed" with no evidence that he was a spy.

Its logical, if the Wazirs, send their children to blow themselves up for Arab glory in Afghanistan, which is a independent country, then tooth for a tooth, payback is a bitch, I know.

Thetruth(unknownprince), you are the same Pro Pak Immy PTI stooge, just like your other user names.

This non sense, about drones being a war upon Afghans? I will refute this as follows:-

1)do the Wazirs consider themselves as Afghan or Pakistani
2)did the 16 year old Wazir call himself an Afghan or Pakistani

When a Pakistani Pashtun or Pathan decides to wear a suicide vest and blows himself up in Kabul killing many innocent Afghans, is that not a war on Afghans? or is only when America kills a Talib child killer?

Your views are flawed and nonsense. Typical Paki Propaganda.

I have posted a factual article. It does not matter to me what Imran khan or jemima's personal lives are like. What I posted is a factual article, and no where in my postings have I given my personal positions really on any matter.

If I said karzai and the us have failed, it is because the facts I present point to that.
When I say Karzai and the US will further get the Afghan nation against them, it is because it is a fact already, not my opinion.

let us bet who was often in waziristan
                  you or me ?

i was to miran shah , banu and other parts of waziristan, the reason is again the wazir and mehsud are tribal brothers of our tribe in afghanistan.

you don't know the people of waziristan you are a foreigner to them, with your mentallity.

its the waziristanis who are the core supporters since the taliban are there
its the waziristanis supporting afghanistan in every war against occupiers, and now afghanistan is helping them against napakistan.

                  why ?

because waziristanis are sons of afghans and we are single body because we are muslims.

this is known to the west and east.

I dont see a gathering of people from the tribal areas where they are championing and supporting drone attacks on their own people? I only see a bunch of false nationalist feudal technocrats doing that, and they do this because they feel disconnected from those effected, much in the same way that they support the US war in Afghanistan (and the Soviet war before).

Like I said, what were the "Good and pious" Wazir Muslims doing with a Adulteress Yahudi Jew called Jemima Khan.

I just had to let it out, you do know, these tribal wazirs were hand picked by the Pakistani government.

I wonder, what the families and relatives of those innocent tribal maliks who were killed by Taliban and Al Qaida had to say.

Desparate Militant Islamists, you will side with anyone, including a playboy called Imran Khan who calls ISI his protectors of the nation, and his cheating wife, who is a Yahudi whose brother is a radical zionist in the UK.

I feel sorry for you all.

Drones will continue till every Jihadi is eliminated, and those who shelter them never do it again.

Foreigners with weapons are not welcomed in Waziristan.

Once again, they certainly are welcomed in all Pashtun lands and Afghanistan proper under Ahmad Shah Abdali's example of the Khoja elders who asked him to intercede against China!
