Key Afghan group warms up to prospect for US talks

    ISLAMABAD:
In a significant development following an apparent shift in the US policy vis-à-vis Afghanistan, a key insurgent group led by a former warlord said that it’s willing to pursue “direct or indirect” talks with the United States without any preconditions.
However, the deadliest of all Afghan militant factions – the Haqqani network – remains adamant on its previous stance, with its commander reiterating on Tuesday that they would not take part individually in any peace talks.
These developments came days after US Secretary of State Hillary Clinton openly sought Pakistan’s help to reach out to all insurgent groups for a political settlement of the decade-long war in Afghanistan.
A senior leader of Gulbudin Hekmatyar’s Hizb-e-Islami militant group has said that it is to enter into peace talks with the US. “We are willing to have a direct or indirect political dialogue with Washington,” Dr Ghairat Baheer told The Express Tribune. However, he hastened to add that such a dialogue must take place in a country other than the US and Afghanistan. Asked if Hizb-e-Islami would accept Islamabad’s role as an intermediary, Dr Baheer said that Pakistan’s role in any future talks would be vital.
Dr Baheer, who is also son-in-law of Hekmatyar, said that before any dialogue took place, the United States would have to establish its seriousness to a political settlement of the Afghan imbroglio.
Dr Baheer was held by US forces in extrajudicial detention for over six years at different facilities in Afghanistan and the US, including the infamous Guantanamo Bay.
He denied Western media reports that Washington had rejected an earlier peace overture of his group. “We never attempted to hold negotiations with the United States on our own,” he said.
Hizb-e-Islami has been fighting the US-led Nato troops in Afghanistan. And at the same time the group is also actively involved in the Afghan politics. Some of the group’s former fighters hold portfolios in President Karzai’s cabinet. The speaker of the Afghan Wolosi Jirga, lower house of parliament, Abdul Rahoof Ibrahimi, who is an ethnic Uzbek from the Kunduz province, is a former Hizb leader.
    ‘Waste of time’
In the meanwhile the Haqqani network has said that it is a part of the Taliban movement and hence not mandated to broker peace with the US individually. “We consider that trying to invite individuals or fighting groups for peace talks other than the Taliban Shura would be waste of time,” a Haqqani commander told Reuters by phone from an undisclosed location in Afghanistan.
“They (the Americans) would not be able to find a possible solution to the Afghan conflict until and unless they hold talks with the Taliban Shura,” said the commander, referring to the Taliban leadership council (Quetta Shura).
But the Haqqani commander viewed Secretary Clinton’s talks offer with skepticism. “This is not the first time the US has approached us for peace talks. The Americans had made several such attempts for talks which we rejected as we are an integral part of the Taliban-led by Mullah Mohammad Omar,” he told Reuters by phone from somewhere in Afghanistan.
There are people today who think that admitting God’s absolute greatness decreases the value and importance of humans in the creation, as if God and mankind are rivals competing in greatness and power. Meanwhile I feel that whenever our perception of God’s greatness increases, with it we become greater, because we are the creation of a great God.

NATO sources put the strength of Hizb-i Islami at 300
"there are now an estimated 300 to 600 “hardcore” fighters"

as for the Talibans, this is also a NATO estimation, wiki says ~36,000, the talibans say they have over 60,000 suicide bombers so this is just an estimation

hezb i islami hasn't been a major factor since the mid 90s. but their joining the gov't would be symbolic and might make the taliban think twice. hezb i islami already has a large presence in the current government and parliament. hekmatyar has always been an opportunist, he may join the government if he thinks the taliban are serious about negotiations with the americans.

Well, well, So Hekmatyar hopes to make a comeback, eh?

So Pakistan's former Pashtun stooge wants his old job back, maybe.

But will he be under Pakistan again, or does he want his job back without Pakistani support?

Because whosoever is without Pakistani backing always gets chased away. Pakistan prides itself on being the kingmaker among Pashtuns.

Is Hekmatyar now willing to recognize the Durand Line, or not?

ISI will not let him have a major role again - they only allow Pashtuns who are totally obedient stooges.

Does he think he can become the new Masood? Because he is Pashtun and a fundamentalist, he cannot maintain a support base independent of Pakistani interference. He would be in direct competition with ISI, and they will shut him out, keeping him in the cold. ISI already arrested Mullah Biradar.

                      What are you talking about?

Gulbuddin was ISI's number 1 choice during the soviet war. He received the bulk of the aid that was given to ISI...numbers ran over hundreds of millions.
His Hizb was well known for hampering the operations of other mujahideen and he is well known as the warlord who killed more mujahideen than soviet.

Even now in Afghanistan his hizb is doing the same thing. Which is why in places like wardark the taliban are now fighting against Hizb e islami.

“The Emirate [Taliban] has decided to fight Hezb-e Islami because they are pro-government and get provoked into action [against us] by the government,” said Mullah Bashir, the Taliban’s third-highest representative in the mainly Pashtun-populated Nerkh district. “We give priority to killing Hezb people over Americans because they are obstructing us and preventing us from waging jihad.”
Gulbuddin was a KGB asset initially. Then he became an ISI asset. Now he wants to join the US...he is a cancer.

The Islamic emirate has 50 000 active fighters across Afghanistan.
And about 100 000 inactive fighters.

                        these sources are from locals.

The Islamic emirate leadership has decided that not to much fighters are at single point there for there are many who must stay in the dark and wait when the others get their vacation so these can be deployed there.

Hekmatyar should be put on trial for his criminal killings in Kabul and his past ties with Pakistan.

He and his buddy masood were instrumental from the very start in bringing Afghanistan into Pakistan sphere of influence.

Hes is a loser, who nobody likes, his will bring Afghanistan again to the wrong hands(ISI).
