Brother, you have to understand the reality... First thing is that there are so many groups in the name of Taliban. The second aspect of this war is revenge.
The third is that when a bomber goes into crowd so he does not mean to kill the civilians but he chases some American or their ally, and he find him in the crowd.
It may be easy for him to target them because the troops are all the time in their baracks so its difficult to target them in their baracks...
Then its a gorrila war and not a conventional war.
