Qaribur Rahman Syed, the HIA representative in Europe, said this during a visit to the Foreign and Commonwealth Office in London last week.
The visit was part of their effort to find a solution to Afghanistan's problems, said the HIA representative, who was accompanied by Dr. Mohammad Wali.
An HIA statement said the political and military situation in Afghanistan, peace efforts, future political dispensation and the party's participation in the Bonn conference came up for discussion.
On the occasion, Syed said: "HIA doesn't believe in a military solution to the Afghan problem. NATO, the US and Britain acknowledge the need for a political settlement."
