Pakistan 'army death squad hangs Taliban body from lamp post' - Telegraph

Pakistan 'army death squad hangs Taliban body from lamp post'

Pakistani security forces have been accused of sending death squads to execute suspected Taliban militants, in one case hanging a body from a lamp post.
The country's leading human rights lawyer, Asma Jahangir, accused the armed forces of waging a campaign of extra-judicial killings in the Swat valley and called for an independent inquiry after reports that 20 bodies were found in a mass grave at the weekend.

The Human Right Commission, which she founded, said it had compiled evidence that at least six of the dead had been shot by the security services.

It also alleged that more than 100 bodies have been found dumped in the streets of towns and villages in Swat since July 13 when displaced residents started returning to their homes after a Taliban offensive was repelled by the army.

In Dargai in the neighbouring Malakand district, the body of a Taliban militant was left hanging from a lamp post with a note pinned to his body saying "anyone who joins the Taliban will meet the same fate". Mimicking a Taliban tactic, the act was a clear warning to the group.

One man from Swat's capital, Mingora, told The Daily Telegraph his brother, a Taliban fighter, had been arrested by soldiers two weeks ago. He alleged that four days later his dead body was found dumped on wasteland by neighbours. Locals said the bodies of four more militants were found in similar circumstances.

An army spokesman denied any of those killed had been in its custody. But Asma Jahangir said she had hard evidence and challenged army claims that local mass graves contained the bodies of militants killed by other Taliban fighters.
"We have allegations to the contrary, from eyewitnesses, that these were militants but they were not killed by other militants. We're asking for an investigation because no-one should be above the law," she said.
A western diplomat in Islamabad said he was concerned innocent civilians were being killed by mistake. "The local population is glad to see the back of the Taliban. Now we're getting these extra-judicial killings and most of them seem to be bona fide militants, but some were not."
He said security forces had burned down the homes of those who had been mistaken for militants.
"One of the reasons we don't do extra-judicial killings is that mistakes are made. [The Swat operation] was supposed to be the re-establishment of the state's writ, not summary executions," he said.

      Insecurity concerns Sar-e-Pul residents 2011-08-17 14:49

      Wakht News Agency
      Kabul-(Aug.17)

Presence of the government armed insurgents in the neighboring provinces had concerned residents of northern Sar-e-Pul province, an official said on Wednesday.

Sar-e-Pul Governor, Sayed Anwar Rahmati told Wakht News Agency that armed militants had created hideouts and riot centers in the areas bordered with the Jauzjan and Balkh provinces.

However he lauded the security forces efforts to ensure security in the province as over the last 8 months the security had a forward process, but recently presence of the government armed oppositions had concerned the people, asking the local authorities to eliminate the insurgents’ hideouts in their area.

Meanwhile, commander for 303-Pamir Zone, General Baba Jan told Wakht News Agency that he confirmed the governor, but added that two districts of Sayad and Kohistan had been cleared of insurgents recently and by providing the security forces with military training and equipment, other district would be cleared of the armed militants.

The commander also said the next phase of security transition process would be announced by the president in some northern provinces of the country but he didn’t name any specific provinces, where the responsibility for security is expected to be taken place.

But the next round of security transition process expected to be started in some northern provinces of the country would tackle insecurity or not.

Militancy claims 12 lives amid transferring security to Afghan forces - People's Daily Online

                        by Farid Behbud, Abdul Haleem

The increasing Taliban-led insurgency has claimed the lives of at least a dozen people in a single day on Wednesday in Afghanistan as the Afghan government began to take over the security responsibility from the NATO-led forces based in the militancy-plagued country.

In the latest waves of violent attacks by militants, six people including five civilians and a suicide bomber were killed and a dozen others injured on Wednesday when a suicide bomber blew his explosive-laden bike up in Mazar-e-Sharif city, the provincial capital of Balkh province 305 km north of capital Kabul, police confirmed.

"The blast happened in Dasht-e-Shur area at around noon, leaving six people including the bomber dead and injuring 12 others," police spokesman in Balkh province Shir Khan Durani told Xinhua.

"The terrorist planted explosive device in a bicycle and detonated it in Dasht-e-Shor area, killing himself and five civilians," Durani added.

Mazar-e-Sharif is one of the seven areas that the Afghan government is going to take security responsibility from the NATO- led troops in the near future, possibly in the coming days.

Afghan soldiers and police have already assumed security responsibility of central Bamyan province and eastern Mehterlam city from NATO-led troops.

The process of security transition from over 140,000-strong NATO-led International Security Assistance Force (ISAF) to Afghanistan security forces began Sunday from Bamyan province would be completed by the end of 2014.

The suicide bombing in northern Afghanistan occurred hours after five people were killed in Taliban birthplace Kandahar province in southern part of the insurgency-hit country.

"Based on intelligence reports, police raided a house in the first precinct of Kandahar city in the wee hours on Wednesday to capture the insurgents who had the intention of attacking government interests," police chief of Kandahar province General Abdul Raziq told Xinhua.

"As a result of gun fighting lasted for few hours, three policemen including an officer Gulab Shah were killed," he added.

Two Taliban insurgents, including a local commander, were also killed and six policemen sustained injuries in the firefight, General Raziq said.

Also earlier on Wednesday, a local intelligence official was shot dead by unknown assailants in relatively peaceful northern Takhar province.

"Unidentified armed men driving a car opened fire on Abdul Jalil, the head of intelligence department in Ashkamish district, at 05:00 a.m. local time, killing him on the spot," Abdul Manan Hakimi, the governor of Ashkamish district told Xinhua.

The murderers made their good escape, he added.

He also blamed the attack on Taliban and said, "Taliban insurgents are behind the heinous crime."

Taliban militants, who have claimed responsibility for the assassination of President Hamid Karzai's younger brother Ahmad Wali Karzai in southern Kandahar province and killing Jan Mohammad Khan, an advisor to President in Kabul over the last eight days, have speedup activities since May 1 when the armed outft announced spring offensive in the war-battered nation.

Special operations forces for the International Security Assistance Forces and the Afghan Army carried out two more raids against the al Qaeda-linked Islamic Movement of Uzbekistan in the north. Both raids, which took place over the past three days, occurred in Takhar province. The July 16 raid targeted a facilitator who aided suicide attacks in the north, while the July 17 raid targeted a leader who is linked to other IMU members based in Iran.
From the ISAF press release on the July 16 raid:
An Afghan-led combined security force detained two suspected insurgents while searching for an Islamic Movement of Uzbekistan facilitator in Taloqan District, Takhar province, yesterday. The facilitator plans and coordinates suicide attacks, and recent reporting indicates he was planning imminent suicide bomb attacks in the area.
From the ISAF press release on the July 17 raid:
In Bangi district, Takhar province, an Afghan-led security force detained one suspected insurgent while searching for an Islamic Movement of Uzbekistan leader, yesterday. The leader directs insurgents and acts as a liaison to the Taliban network, insurgent leaders in Pakistan, and IMU contacts in Afghanistan and Iran.
ISAF has previously killed or captured IMU commanders with links to operatives based in Iran [see LWJ report, Iran-backed senior IMU commander captured in Afghan north]. And an operative who works for both the Haqqani Network and the Islamic Movement of Uzbekistan and aids "foreign fighters, including Iranians" to carry out attacks in the east was targeted in a special operations raid in the Orgun district in Paktika province in April [see LWJ report, Haqqani Network/IMU facilitator targeted in Afghan east].
Again, the IMU continues to be a top priority for Coalition and Afghan forces. Of the 14 raids against terror groups directly allied with al Qaeda (excluding the Taliban, the Haqqani Network, and HIG) that have been reported by ISAF since the beginning of June, 13 targeted the IMU. Five of those raids took place in Kunduz, four in the neighboring province of Baghlan, two in Takhar, one in Balkh in the northwest, and one in Zabul in the southeast.
For more information on the IMU and recent raids, see LWJ report, Special operations forces capture burka-clad Islamic Movement of Uzbekistan leader in Afghan north.
