It means the militias are turning to mercenaries rather then fighting for a reason (other of course of the broad term of fighting outsiders.)

But actually this verifies exactly what we've been saying all along, aside from the Upper Level Sections of the Taliban who are collaborators with the Pakistanis; most Afghans who are fighting against the Americans are seeking revenge against the Americans for family losses and losses of resources due to American intrusion.
