long answer: there is not a legitimate Afghan government to speak with. Talking to the current 'government' in Kabul is legitimizing what is not, especially in face of US/foreign presence. Talks of peace will only happen when US/foreigners leave.

If Karzai were to make good on his threat to defect, then this would change everything.

there is no civil war, only war against foreigners. The US presence is the barrier to talks and peace in Afghanistan.
As usual Ghundal a.k.a. Unknownprince a.k.a Shah-i-Kot and now with a new account of "Insight" was wrong.

The Taliban are indeed going to speak to the elected Kabul government.

    1. The Afghan national government are stronger than they were 4 years ago as their experience in governance and statehood and synchronising and managing the different geographical and administrative areas of the state are far stronger.

    2. The Afghan National Army are also stronger.

    3. I am not sure if Unknownprince ("Ghundal" and now with a new account of "Insight", who is on my ignore list) was stating the official Taliban position when he claimed the Taliban would never talk to the Kabul government.

If that was indeed the official Taliban position, then they have compromised on it or abandoned it, and thus a sign of their weakness and a sign of the national government's strength.

Why can't the Taliban rebuff them as they do when Karzai asks them for peace talks?
          Reasons:

*From the past many years,i have followed the Afghanistan wish for dialogue with talibs and everytime they call Pakistan to help them.So blame your own leaders

*Pakistan support today is no more than just a moral support in favour of the dialogue,as Pakistan doesn't has the same hold over talibs it had 2 decades earlier,if you think otherwise,i will recommand you to dr iftikhar(peshawar) on immediate notice

*Today, you have no choice but by default to accept the fact that the problem lies within your own country and the raw material for talibs doesn't come from Pakistan but within your own country

*You will have to support Pakistan in fencing the durrand line by requesting the authorities in the west to release fund for Pakistan-India sort of fence along the border of Pak-Afg.This will reduce the cross border movement of terrorists on both side and ANA/PA will be able to track any movement easily.Anyway, despite all this,I read somewhere that Post-zarbeazb the army has already considered fencing the borders along waziristan-hangu and upto tirah valley.

I can mention more but all the above steps can be done within a time frame of just 2-3 years and wil certainly result in reduction of more than 50% fatalities each year

            1. The Kabul government held nationwide elections last year which the Taliban were unable to stop.

            2. The Kabul government control all major urban centres of Afghanistan and it is a centralized state e.g. Ghani a few months back was able to dismiss many senior officials in the western city of Herat.

            3. The Afghan National Army is getting better trained and equipped day by day.

            4. China will not accept militant "Islamists" taking control of Afghanistan.

China is gaining in power economically and politically.

            5. Russia and India are opposed to any Taliban takeover of Afghanistan.

            6. The NDS (Afghan intelligence) have infilitrated the Taliban extensively and know that they are basically controlled by Pakistan.

However China can lean on (and seems to be doing so) on Pakistan to behave itself with the Taliban.

            7. Even if let's say the Taliban were to take control of Afghanistan (which they're not), are these guys going to allow elections?

Will they allow people to vote for Ghani, Abdullah Abdullah or anyone else?

If they did, what would they do if the majority of Afghans voted for Ghani?

What are the policies for Afghanistan that the Taliban have?

            Taliban's policies for Afghanistan?

Even if the Taliban were to take power all that would happen is that the north would de facto govern itself independently from the Taliban government (secessionism is not a strong sentiment amongst Afghans of any ethnic background for many reasons including the very high rate of intermarriage) and Hezb i Islami might even start fighting with the Taliban in the way that they did in the 1990s with Rabbani's forces.

The Afghan national government is backed by China, Russia, India, Iran and Turkey, whilst the Taliban are backed by Pakistan.

fencing durand line completely is impossible. if done it will serve no purpose until monitored throughly which is again impossible.

It is a conflict resolution conference held by the Pugwash group and this group has held many such conferences on Afghanistan. An organization with very good intentions. For the record, these conferences don't constitute formal talks.

                http://www.nytimes.com/2015/05/04/wo...atar.html?_r=0

This is not the first such Pugwash Conference to include the two sides, and there have been other similar Track Two talks, as indirect, non-negotiation meetings between the two sides have been called.

                2. The Afghan National Army are also stronger.

The facts do not agree with this statement. This is the most recent report below.

                http://dailycaller.com/2015/03/03/af...urges-forward/

"With newly declassified data in hand, the special inspector general for Afghanistan Reconstruction (SIGAR) issued an updated report Tuesday which shows that the ANA’s attrition rate, soldiers leaving the service from September 2013 to September 2014, has reached a remarkable 40,000 personnel.
In total, from February 2014 to the present, the ANA has declined 8.5 percent, by 15,636 personnel. The ANA hasn’t been this depleted since 2011, and numbers continue to fluctuate significantly from quarter-to-quarter, sometimes by as much as 20,000 personnel. No documentation exists to explain the fluctuations.
Additionally, according to the report, the U.S. command in Kabul provided accurate numbers to the Pentagon but bogus data to the inspector general, despite repeatedly reviewing and approving SIGAR’s reports."

Bengal Tiger, you are making the same claims as the US command in Kabul about the strength of the ANA.

By the way, you should know that the Obama Administration used the "success" of the ANA and Kabul regime to justify his full US withdrawal. As you must know Obama has been up against a lot, US military generals opposed to his withdrawal as well as many Republicans who want to pro long the war for the military industry complex.

Here is another article you can read.

                http://www.bloomberg.com/news/articl...s-with-taliban
"The past is not my concern. The future is no longer my concern either. One minute. One minute of everything at once. And anything before is nothing. Everything after nothing. Nothing in comparison to that one minute."
