Criminal Investigations Against Auditors, Consultants of Kabul’s Central Bank Underway | Audit Profession News & Events

Criminal Investigations Against Auditors, Consultants of Kabul’s Central Bank Underway

            Lucas Gilmore, “Big 4″ observer

April 13, 2011 / Following the suspension of Deloitte’s contract with Afghanistan’s central bank on March amid investigations by the United States Agency for International Development (USAID) USAID SEEMS to carry fraud investigations many many years later wherever they go, yet they still contract to the same fraudulent companies whether it be in Bosnia, Iraq, or Afghanistan- they are the criminals into its systemic corruption, Afghan President Hamid Karzai has vowed to conduct a separate criminal investigation against several entities responsible for the collapse.
Karzai told reporters in a press conference that the member firms of Deloitte LLP, units of PricewaterhouseCoopers LLP, and BearingPoint Inc. would not go unscathed after their role in the collapse of the Kabul Bank.
The announcement was made one week after the Securities and Exchange Commission and the Public Company Accounting Oversight Board charged PricewaterhouseCoopers units in India for violating audit rules and standards.
Five PwC units in India agreed to pay $7.5 million to settle charges of abetting the financial fraud in Satyam Computer Services that overstated its financial reports by $1 billion.
In the latest development of the Afghan central bank’s case, Karzai showed resolve to go after those that need to be held into task for failing to prevent the major financial fraud in Kabul Bank.
According to the president, Afghan authorities will prosecute everyone responsible for the central bank’s collapse, including the Afghan nationals and foreign entities. The Afghan government lamented the suspension of foreign financial aid coming from different entities, including the IMF and several other countries, upon the discovery of the financial fraud.
The USAID hired BearingPoint and Deloitte Consulting LLP in 2003 to advise the central bank in developing the financial sector of the country and regulating the commercial lenders.
Then the problem went worse when A.F. Ferguson & Co., PwC’s affiliate in Afghanistan, made erroneous audits into the bank’s financials according to the Afghan Finance Ministry.
An independent review commissioned by the USAID in September 2010 found that the central bank issued fraudulent loans of about $900 million to its shareholders. According to the bank’s inspector general, the total amount was 94 percent of its outstanding loans.
Karzai told reporters that all the stakeholders of the central bank would also be held into task if they would refuse to repay their loans within one month.
However, the president did not give comments when asked if that would include his younger brother who held seven percent of the central bank’s stock.
Upon recommendation of the International Monetary Fund to put the central bank into receivership, Abdul Qadeer Fitrat, governor of the bank, expressed his opposition, saying the bank still has the chance to regain financial health and stand up again as one of Afghanistan’s key player in the banking sector.

In short what happened here was US officials and a bunch of Afghan expat/ officials were able to defraud the bank, and take out huge loans with no intention of paying them back. Thats the short form of the story.

              Ghundal,

Leave Kabul bank out of this.

On the other hand, these are the most key and prominent organisation within both states and internationally engaged in Afghanistan.

Seems like you don't understand what this summit is all about. Tell me which one of these are insignificant?

and you know who these criminals are

                    International Security Operations Association

this is a front umbrella group for all the private contractors (the ones who also kill Afghan children, women, and men)

they change their umbrella name a lot

International Peace Operations Association - SourceWatch

these people do not want to help Afghans.

And Kabul Bank is just the news that got out. Everyone knows fraud is just as rampant as the killing of Afghan children, women, and men.

Just putting what needs to be explained. Putting aside that the organizations currently killing Pashtuns are attending, you also have these private business groups who want to see if they can still turn a profit as they exit.

ghundal you're talkning nonsense now. This is intra-organisational ssummint between Pakistan and Afghanistan to promote investment and cordial cooperation and coordination between the two, the rest are just observers there.

It is interesting but it all depends on NATO. At the end of the day, their policy will (or lack of) will dictate the level of "cooperation". About the institutions from Pakistan's side, it all depends on the intelligence and military apparatus and what they really believe are their cards on the table. We can only wait and see. At the same time, any cooperation from neighbours means a little bit of normalcy in the country and subsequently a realization that the games of the 90s should stay in the past and not come back to haunt Afghanistan again. Again you never know.

^ wishful thinking hehehe Get over nato. Nothing depends on the US, nato, or the fake government in Afghanistan. The world has recognized that they are the barrier to peace and security in Afghanistan.

US has no control over Afghanistan, why do you think India is openly talking to the Taliban, bypassing the 'government' in Kabul? WHy do you think Russia wants to open up a channel with the Taliban? WHy is Turkey warming up to the Taliban?

                            ???

You are so right...I mean if you know this, NATO has zero clue and can't hold anything over these countries?
