Mag spoke to Deputy Speaker Sindh Assembly, Shehla Raza, in this regard.
According to her, the problem of illegal immigrants is not the creation of the present government. It was in Musharraf’s era when these people were provided protection and identity cards. During the same period, they even contested elections and were made councillors. Now, the government cannot do much in this regard as many of them, though illegal immigrants, have become ‘legal citizens’ who have taken over the entire transport system. They have got into the carpet industry.
“But the present government is sincere in solving the issue and we want to expel them. We are strictly against the illegal immigration as such people are the main source of deterioration of law and order situation in Sindh, especially Karachi. The PPP government is taking stringent measures in this regard.”
How can you expect to do any legal business with a person who does not have any legitimate identity? That is the main problem with illegal immigrants. They are poor and illiterate, so they get involved in crimes.
Answering to a question about their taking shelter in mosques, she said, “The government cannot even think of pointing finger towards any mosque, let alone conducting any raid. There would be bloodshed in the city. These people are very organized. They will not allow the government to get hold of them so easily.”
Madressahs, which were set up in large numbers in Musharraf’s era in the province are the other problem. Large number of the students in these madressahs are foreigners.
“The government cannot do much in this regard without the cooperation of people. If the government plans to take any step against the madressahs, then the so called religious oganisations and NGOs raise a lot of hue and cry, thus stopping us from taking any action against such mosques and masressahs.”
Shehla Raza blames the society for patronizing the illegal immigrants. “The society has been providing protection to them because they are cheap labourers. People employ them as domestic servants. You will find many Bengalis and Afghanis working in the houses all over the city. They do not have their identity cards but people really do not care about that. It is the main reason behind rising dacoity incidents in the city.
“What can the government do when the people are not interested in their own safety? At least they should ask for the identity card before hiring someone,” she said.
She was of the view that such immigrants are enjoying every facility of life in Pakistan; jobs, health care facilities, shelter and food. Then why should they go back, especially the Afghans? There in Afghanistan, life is unsafe, there’s life threat, poverty, hunger and unemployment.
“The government is taking all out measures to stop the influx of illegal immigrants. We have extra security at the borders round the clock, the number of troops has also been increased at the borders. I must say that the present government is very serious in repatriating them but it will take time as we have some legal constraints too,” she concluded.
