Individual projects aren't too important.

It's the overall development of regions that is important.

Human Development Index is a good indicator of development.

So here is the map for Pakistan. Would you say it is evenly spread, or not?

It seems Balochistan has the least HDI, so they really should be getting more development money.

Or perhaps you'd be inclinced to say the data is faked? If so, why?
