non commercial would cost less if he was in charge himself which he plans on doing. right now it's n herat but soon it will be in qanadahar.

you can't be a part of something that you do not recognize as what it is. afghanistan is a country that is home to people from different ethnic and linguistic backgrounds while pakhtunkhua is the idea formed for pashtoon land for pashtoons only.
we are not going to give you our land so you can kick out every one else and rename it after your own people and run it according to your own needs and then live happily ever after.
so the thing which is wrong with it is the fact that it's being misrepresented by the wrong individuals .
