Spending foreign
donations: Govt. a second
class client
KABUL: Afghan government independently spent only 18% of all the foreign
donations over different projects during the last eight years since 2002,
said officials on Saturday.
Speaking at the new conference Dr. Hazrat Omar Zakhilwal, Finance
Minister, said that since 2002 up to the end of 2010 the international
donors have only granted 18pc of their donations to Afghan government to
spend it over the projects that have been completed by the government,
while 82% of the mentioned donations were spent directly by the
international donors over the projects that had been implemented by their
favor. Mr. Zakhilwal revealed that out to the $ 57b donations some 51pc of
it was spent over security sector while only 49cp of the amount was spent
over other sectors such as agriculture, rural rehabilitation projects,
education and all other sectors related to all ministries of the government.
He elucidated that at total the international community, since 2002 up to
the end of 2010, has vowed some $ 69b to Afghanistan, but they have
practicality paid only $ 57b for different projects in the country. He stated
that in last year the international partners had vowed some $ 16b to be
granted in one year, but practically they donated only $ 10b for different
purposes in Afghanistan.
The United Stated of America was manor donor amongst the other
international partners as it has vowed an amount of $ 56b since 2002, but
practically has paid only $ 37b over different projects. In second step
Japan has vowed some $ 7,2b, but paid only $ 3,1b in meant time
European Unions have paid $ 2,5b over the projects in the country.
Mr. Zakhilwal stressed that it would be efficient and effective, if the
donations had been spent via the Afghan government because the donors
were not completely capable to spend their donations in proper directions.
Therefore most their donations were spent over useless projects that
had not had any positive effect over Afghan economy.
Spending foreign donations: Govt. a second class client

hah if they gave the donations directly to the government I bet that even less would be spent on the people!
They are only barking because they need more money for that mansion near the golf club in Dubai.
They're all looking for their own interests first whether it's the government or these foreign donors.
